Town of Carrboro FY26 Priorities

Update

Department hiring in calendar year 2024 was 100% from minority populations. This hiring covers police officers, a data analyst, and a social worker position. In calendar year 2025, the police department had a 50% minority hiring rate so far. Of the hires in the last two years, only four have remained with the department. 

The police department has had significant turnover in recent years between retirements and officers leaving the department. On top of this retention challenge, recruiting officers has become much harder as the applicant pool has shrunk and other agencies offer higher pay and benefits. The department currently is about 20% short of officers. On top of these challenges, the department will lose five officers to retirement in calendar year 2026. These retirements would leave the department 36% short of officers if no replacements can be hired and retained.

Next Steps

The Town of Carrboro will continue to explore recruitment tools and incentives to increase diversity in the Carrboro Police Department.
