Town of Carrboro FY26 Priorities

Update

Tropical Storm Chantal caused widespread flooding, damage to public facilities and infrastructure, and displacement of residents. This event has underscored the urgent need for continued and enhanced preparedness for climate-fueled extreme weather. This initiative aims to increase resilience through:

• Preparedness: Assessing risks, planning mitigation strategies (e.g., resilient infrastructure, early warning), and educating residents.

• Response: Coordinating efforts with partners, ensuring essential resources, damage assessments, and supporting vulnerable communities. 

• Recovery: Focusing on equitable rebuilding, resilient infrastructure, and supporting local economies and well-being.

Next Steps

Mitigation Planning - In 2025, the Town worked with multiple jurisdictions to update the Eno-Haw Hazard Mitigation Plan. This comprehensive document identifies potential natural hazards, assesses risks, and outlines long-term strategies to reduce the impacts of hazards on our community. The Town is also a partner in Orange County's THIRA, or Threat and Hazard Identification and Risk Assessment, which is used to identify funding needs and new tools or programs. 

Emergency Operations Planning - Over the next 12-18 months, Carrboro is partnering with Orange County, Chapel Hill and Hillsborough to draft a county-wide Emergency Operations Plan. This plan details procedures and responsibilities and coordinates strategies in an emergency that impacts multiple jurisdictions. 

Data Sharing - The Town is partnering with Orange County to ensure that substantial damage assessment data can be shared easily and seamlessly after an emergency.

Education - Orange County and the Town are offering a Community Emergency Response Team (CERT) certification training, as well as workshops for vulnerable communities on how to prepare for emergencies.
