This work supports the development community to minimize unintended impacts from surface flooding by managing landscaping and design of sites to enable greater permeability of water into the soil. When sites are entirely paved without enough surfaces with permeable coverings such as gravel, soil or bark mulch, the likelihood of surface flooding is greater, and it places greater demands on the sanitary and storm water infrastructure. Zoning Bylaw and Subdivision and Development Servicing Bylaw options are scheduled to return to Council for consideration in 2027, coinciding with introducing landscape and green infrastructure standards for on and off-site works.
