This key result intended to drive forward a review of development cost charges that are levied on new development to ensure infrastructure keeps pace with growth as the community evolves. During the term of the Council Plan Metro Vancouver changed its policy with respect to development cost charges and the Province instituted new policies which directly impacted housing development. As well the market for development shifted considerably during the term of the plan. During the plan the Province also instituted new rules for Amenity Cost Charges (ACC) and this required a pivot for staff to focus on new policy and regulations to implement an ACC framework for Maple Ridge. Council has now adopted an ACC Framework. The ACC Framework is aimed at setting in place the appropriate level of charges to support the necessary amenity improvements required as the city grows. These charges are carefully set, within provincial guidelines, to ensure that growth pays for growth of necessary infrastructure. ACCs focus on amenities like recreation and parks amenities and DCCs support core infrastructure like water, sewer and road upgrades to accommodate more demand on city services and infrastructure. Best practices suggest that DCCs should be reviewed approximately every five years. This project has been closed as not met during this Council Plan, but the work will be initiated in line with future updates to the Official Community Plan in the coming years and will give time for the current adjustments to DCCs and introduction of ACCs to be evaluated before implementing further changes.
