Description: The Department of Defense (DOD), Defense Information Systems Agency (DISA), may have a continuing requirement for the Department of Defense (DoD) Privacy/Freedom of Information Act (FOIA) Information Management System (DPIMS).

        PREVIOUS REQUIREMENTS:

        • The DISA DBC is seeking information for potential sources to acquire, configure, integrate and deploy a DoD-Wide Enterprise Information System that will provide a workflow tool for Privacy and FOIA areas of practice.
        • This workflow tool closely resembles a case management system. The four required Lines of Businesses (LOB) that this system will satisfy are: Breach reporting, System of Record Notices (SORN), Computer Matching Agreements (CMA) and FOIA Processing.
        • DPIMS will replace existing homegrown, custom solutions and disparate capabilities with an enterprise platform that unifies all four LOBs into a single solution and provide numerous enhancements to case management and annual reporting requirements not currently supported today. The system would be accessible world-wide via Government Furnished Equipment (GFE) to authorized Non-classified Internet Protocol Router Network (NIPRNET), Secret Internet Protocol Router Network (SIPRNET) and Joint Worldwide Intelligence Communications System (JWICS) users who are involved with the aforementioned LOBs. The system will operate on the DoD NIPRNet Impact Level 4, SIPRNet Impact Level 6 and JWICS.
        • The DPIMS system may be implemented in phases, one LOB at a time, over a 2-4 year period starting in FY21, however the Government is fully open to alternative methods that could accelerate time to capability and enhance cost efficiencies. Among many associated system capabilities, DPIMS may handle the following: historic cases (artifacts and records will be normalized and imported into the DPIMS data lake), eDiscovery & redaction (electronic document review), role-based functionality, reporting (pre-built and ad-hoc), content federation, version control, deduplication, claims service automation, analytics and dashboards using a single sign on portal are examples of system requirements.
        • The final solution shall consist of a single enterprise Commercial-off-the Shelf (COTS) product that can handle all four LOBs configured and fielded incrementally, or multiple COTS products for each LOB in a Software-as-a-Service (SaaS) model. All four LOBs will need to be accessible via a unified Single Sign-on web portal for consolidation and reporting. COTS products shall be obtainable by integrators and offerors who are partnered with the products’ vendors.

Description: The Department of Defense (DoD), Washington Headquarters Services (WHS), may have a continuing requirement for the former Office of the Chief Management Officer (CMO) Data Mining Software-as-a-Service (SaaS) Platform with Data and Analytics Solutions.

The contractor shall provide services to meet the following:

              • Task Area 1: A standardized, normalized, curated, and longitudinally accurate group of relevant datasets organic to a mature web-based Software-as-a-Service (SaaS) platform is required for analysis at scale. The platform and the analyses derived from it should provide decision-grade information to the DoD to support comprehensive, taxonomic analyses of the defense enterprise. At a minimum, data sets should link, not just contain, budget, contracting, grants, and spending data, and create a clear view of the government, industry, university, and research center landscape, and their financial health over time, forming the foundation upon which more advanced analysis may be rapidly implemented.
              • Task Area 2: The SaaS application should be the sole property of the contracted vendor and use advanced data science techniques and technologies such as entity extraction, concept search and text analysis, predictive modeling, and the ability to detect common semantic relationships between and among data sources that update and refresh, in real time, all performed analyses as new information becomes available.
              • Task Area 3: Experienced data scientists and analysts who have a deep understanding and knowledge of the SaaS platform and DoD data and requirements are required. Analysts shall provide analyses based on those requirements and priorities in an on-demand fashion. Analysts shall be highly trained and experienced in supporting various types of DoD analyses.
              • Task Area 4: Vendor will be able to fully support ongoing cost efficiency efforts in the DoD's various lines of business such as real property, healthcare, financial services, and cost accounting analyses to assist the DoD's audit preparation and achieve overall DoD efficiency goals.
              • Task Area 5: Vendor will perform specialized analysis to identify redundancies in DoD spending, across multiple portfolios, to identify inefficiencies, and to ultimately increase DoD buying power through data science and analytic findings.
              • Task Area 6: Vendor will support ongoing cost and management accounting analyses.
              • Task Area 7: Vendor will perform analysis to rationalize various DoD investment portfolios, including, but not limited to its Research Development Test and Evaluation (RDT&E) efforts.
              • Task Area 8: Vendor will perform rigorous analysis to identify opportunities to consolidate services contracts across the DoD to increase its buying power and efficiencies in services provided by the National Security Innovation Base.

              Description:

The United States Transportation Command is seeking sources that possess the availability and capability to provide specialized systems and software engineering, development, functional, and production support services for USTRANSCOM.

The Analysis of Mobility Platform (AMP) is DoD s primary system of record for providing an end-to-end military deployment and distribution modeling and simulation environment supporting joint collaborative programmatic, planning, exercise, wargaming, and execution operations analysis use cases. AMP is currently a client-based, desktop application comprised of a suite of several capabilities, known as models, including AMP-Core, which provides end-to-end simulation and analysis of transportation flow based on a given movement requirements timeline. AMP provides analysts extensive capability to configure, customize, and extend transportation and logistics models to suit analytic requirements. Other models in the AMP platform include the AMP Port Analysis Tools (AMP-PAT), providing a group of quick-look and detailed simulation models of airports, seaports, and installations. AMP includes the Rapid Course of Action (COA) Analysis Tool (RCAT), a highly intuitive tool used by planners to quickly build and assess COAs for strategic movement of generalized cargo and passenger requirements. The Joint Mobility Closure Estimator (JMCE) is an AMP tool that provides less detailed estimation of force closure over time. The Air Refueling Model (AMP-ARM, or ARM) is the DoD model of record for programmatic analysis of air refueling (AR) tanker analysis. It provides highly detailed modeling of AR scenarios at the campaign level to support tanker fleet sizing, capability, and concepts of operation (CONOPS) analysis for both tanker employment and deployment used cases. AMP has also leveraged research efforts to incorporate advanced optimization capabilities for specific use cases, such as Schedule Optimization (SO) for operational air movements, and Network Optimization (NO) for mode/node selection.

AMP Transportation Feasibility Assessment (AMP-TFA) is a cloud-based version of the AMP program s core transportation modeling and simulation tool used to analyze and assess the transportation feasibility of Combatant Command contingency/deliberate operation plans (OPLANs) within the adaptive planning process. It is currently in development and is scheduled to reach Initial Operating Capability (IOC) as DoD s TFA model of record by the end of FY24.

The USTRANSCOM Joint Distribution Planning and Analysis Center (JDPAC) is the Functional Manager for AMP and is a primary user of the tools. Other USTRANSCOM directorates, its Component Commands (TCCs), Office of the Secretary of Defense Cost Assessment and Program Evaluation (OSD CAPE), Joint Staff, Combatant Commands (CCMDs), Center for Army Analysis (CAA), Air Force Research Laboratory (AFRL), Air Force Institute of Technology (AFIT), and Secretary of the Air Force Studies, Analysis, and Assessments (SAF/SA) are among additional AMP users across the Joint Planning and Execution Community (JPEC) and DoD.

The Department of Defense (DoD), Department Of Defense Education Activity (DODEA), may have a continuing requirement for Research, Accountability and Evaluations Division Technical Data Support.

              PREVIOUS REQUIREMENTS

The contractor shall provide services to meet the following:

              • Technical Data Support for Research Infrastructure (Data Warehouse): The RAE division is leading the Integrated Project Team (IPT) that is developing DoDEA’s Data Warehouse. The goal of the warehouse is to greatly reduce the barrier to reporting on the tremendous amount of data generated during DoDEA’s daily activities in a way that enables educators, staff and leadership to make data-driven decisions. The IPT is in the process of building a data lake, operational data store (Ed-Fi based), data warehouse database and reporting infrastructure to accomplish this goal. Currently the team has established a basic infrastructure that includes a Data Lake (Microsoft SQL Server), an Ed-Fi based Operational Data Store (Microsoft SQL Server) with initial data being populated solely from Aspen (DoDEA’s Student Information System), a Data Warehouse reporting database (Microsoft SQL Server) and a Power BI-based reporting layer.

Perspecta Engineering Inc. is fulfilling the Department of Homeland Security, Management Directorate, Office of the Chief Procurement Officer requirement for information technology (IT) compute and storage modernization, cloud migration, and data center optimization.

              BACKGROUND

Executive Order 13781: Comprehensive Plan for Reorganizing the Executive Branch directs the Department of Homeland Security (DHS) to improve the effectiveness and efficiency of the Department. Executive Order 13800: Strengthening the Cybersecurity of Federal Networks and Critical Infrastructure directs DHS to manage cybersecurity risk through modernizing information technology (IT); use of shared services including email, cloud, and cybersecurity; network and security modernization; and integrating data-level protections. Additional guidance for federal agencies places an emphasis on IT Modernization; data, analytics, and information sharing; and modernizing our workforce.

As a result, DHS has established the Cloud Steering Group (CSG), which is chaired by the Undersecretary of Management and has senior-level participation from DHS Components. The CSG oversees the implementation of a federated, enterprise-wide strategy for accelerating the modernization and migration of our IT applications and infrastructure to the Cloud1; and optimizing our remaining data centers by aligning their capabilities and economics, to the extent possible, with the Cloud. DHS is committed to a hybrid IT, multi-cloud, federated, and vendor-neutral approach.

                215345 -

Artificial intelligence (AI) and machine learning (ML) technologies have the potential to provide tools for identifying, characterizing, and responding to cyber security events at nuclear power plants, i.e., the nuclear cyber security AI/ML use case or simply the AI/ML use case. For example, AI/ML may enable plant staff to monitor increasingly complex plant systems and detect and evaluate abnormal systems states resulting from a cyber attack.

To prepare to regulate nuclear applications of AI/ML, the NRC plans to conduct research activities to develop insights and fundamental knowledge about AI/ML and the AI/ML use case.

The NRC is seeking a vendor capable of performing research on the AI/ML use case. Tasks performed as part of this research include:

                • Identification of technologies and approaches applicable to the AI/ML use case, especially those useful for capturing and analyzing the system and cyber security states of nuclear plant systems,
                • Evaluation of available technologies and approaches, and selection of a technology/approach suitable for research on and demonstration of the AI/ML use case
                • Implementation of the selected approach with a small test case to develop insights and fundamental knowledge about the application of AI/ML to nuclear cyber security such as the feasibility of detecting and distinguishing abnormal plant and cyber security states, considerations for accuracy and reliability, necessary and availability ML training data, utility for identifying and responding to a cyber-attack, and existing and novel risks inherent to the application of the technology, and
                • Producing a technical report documenting the results of this project and generalizing the results of the test case as appropriate.

The National Aeronautics and Space Administration (NASA) has a continuing requirement for the Solutions for Enterprise-Wide Procurement (SEWP) vehicle.

                BACKGROUND

The NASA SEWP GWAC (Government-Wide Acquisition Contract) provides the latest in Information Technology (IT) products for all Federal Agencies. The statutory authority allowing usage of the SEWP contracts by the entire Federal Government is NASA's designation as an Executive Agent by OMB based on the Information Technology Management Reform Act (ITMRA) of 1996, now the Clinger-Cohen Act.

05/30/2023 According to information provided by the Contracting Office, industry feedback from the Reverse Industry Days and additional market research are being used to help develop the acquisition strategy for SEWP VI. Once the acquisition strategy is approved by NASA, the Draft Solicitation will be developed. Currently, the Contracting Office hopes to have the Draft Solicitation released in the summer of 2023, although a more specific release date is unavailable. Once the Draft Solicitation is released, it is expected that interested vendors will have the opportunity to submit additional questions and comments online. The remaining tentative procurement schedule is as follows: -Industry Day in Fall CY 2023 -Final Solicitation in CY 2024 -Awards by May 1, 2025 Deltek believes that more specific dates will be provided as the Contracting Office moves forward with the procurement. Andrea Ross is the Senior Contracting Officer and SEWP Procurement Team Lead.
