This measure provides updates on major milestones and anticipated next steps associated with efforts to develop and implement the Cuyahoga County Employee Performance Plan.
Updates are provided by the Cuyahoga County Department of Human Resources on a quarterly basis.
Why is this important? |
An effective performance management process enables managers to evaluate and measure individual performance to optimize productivity and to create a plan for employee development and succession planning. Successful use of a performance management program will enable the County to improve service delivery, increase employee engagement and productivity, and make employees better stewards of the taxpayers’ money.

This page is a milestone measure, meaning updates take the form of qualitative, project-based narratives to provide additional details related to core County programs and services. Measure performance is impacted by a number of factors, including funding levels, strategic priorities, community need, and policy decisions made at the federal, state, and local level. Performance targets are not set for milestone measures, but timely reporting of updates is important.
How are we making an impact? | |
Q4-20 signifies the end of the first year of Cuyahoga County's new employee performance management system. Updated to include quarterly check-ins, three documented discussions, and SMART goals, the program provided the foundation for employees and supervisors to be more engaged in professional development discussions. Each agency's/department's assigned HR Generalist provided the support needed to track completion of employee performance forms, as well as document discussions throughout the year. Throughout 2020 quarterly discussions provided employees and supervisors with an avenue to keep in touch with each other and ensure that the goals and development standards remained valid and were being met despite the majority of employees working from home due to the COVID-19 pandemic.
In 2021, the County will continue to implement the new employee performance management system and support supervisors in the completion of employee performance forms and documenting quarterly discussions.
