About this measure

This measure provides quarterly updates on progress related to the planning, development, and implementation of the County’s enterprise resource planning (ERP) software.

Updates are provided by the Cuyahoga County Department of Information Technology on a quarterly basis. 
Why is this important?

The implementation of Cuyahoga County’s ERP software will help the County manage and connect information from core areas of the organization, promoting effective and efficient decision making and improving government operations. ERP enables the County to bring all of the County’s agencies under a single, uniform system for Finance, Procurement and Human Resources.

Performance Target

This page is a milestone measure, meaning updates take the form of qualitative, project-based narratives to provide additional details related to core County programs and services. Measure performance is impacted by a number of factors, including funding levels, strategic priorities, community need, and policy decisions made at the federal, state, and local level. Performance targets are not set for milestone measures, but timely reporting of updates is important.  

How are we making an impact?

Through Q4-20, the ERP Project Team focused on supporting the launch of the new Strategic Sourcing and Contract Management ERP modules and planning for the extension of ERP financial capabilities to additional executive and non-executive agencies.  The ERP program has  completed 20 of the 23 ERP Program modules. The ERP program is at approximately 90% complete and is focusing on planning for and delivering Payroll and Work Force Management to replace the current aging legacy Payroll and employee Time Entry systems.

The following highlights accomplishments of the ERP Program during Q4-20: 

  • Fully integrated the new Infor Strategic Sourcing and Contracts Management modules with Infor financials replacing the legacy contract management systems. All new RFP’s and contracts are now being processed through the ERP Strategic Sourcing and Contract Module.  As contracts are processed and approved Purchase Orders are automatically created into the Infor Accounts Payable and purchasing system.
  • Registered approximately 3000 vendors in the new Vendor Portal
  • Processing over 700 contracts simultaneously in the new system.
  • This year’s Open Enrollment was successfully completed using the new Infor Global Human Resources module to capture employee benefits registration and transmit information to benefits providers.
  • Payroll and Work Force management parallel testing and data conversion continue by a broad based team of over 50 HR, Fiscal and IT staff members. The new Payroll and Work Force Management timekeeping system will be the final step in converting old Main Frame based systems onto the new ERP, cloud based systems and allow the shutdown of Main Frame operations. This will update time reporting processes for all 8000 county employees and improve the payroll process.
