About this measure |
This measure tracks the value of improvements to County programs, services, and processes as a result of continuous improvement efforts.
Data are reported by the Cuyahoga County Office of Innovation and Performance (I&P) on a quarterly basis.
Why is this important? |
Cuyahoga County has a duty to continue to improve processes to ensure the maximum investment is made with public dollars received. I&P works with departments to identify process improvements. The value of improvements can be calculated in four different categories:
- Cost savings: Funding previously spent that can be reallocated or reduced,
- Avoided costs: Potential costs that are not spent due to an improved process,
- Productivity gains: Increase productivity or decrease in staff time to complete work, and
- Community benefits: Increase in benefits or decrease in cost to the community for services.
How are we making an impact? | |
The I&P team launched the Cuyahoga County Innovation Academy (CCIA) on July 1 with the inaugural Yellow Belt cohort. The CCIA provides employees with the skills needed to improve programs and find efficiencies in their work through a three-tiered training program focused on Lean Six Sigma, Project Management, Organizational Behavior, and Change Management methodologies. During the third quarter of 2019, the CCIA hosted three Yellow Belt cohorts (offered monthly) and one Green Belt cohort (offered quarterly). Improvement projects managed by members of the Green Belt cohort are currently underway, including a countywide review of public records request processing and fulfillment. Planning for the Black Belt training is also currently underway.
This new program replaces the County's previous model for providing Lean Six Sigma certifications to County employees. The previous program was paid for using state Lean Ohio grant dollars, which are no longer available. CCIA was developed with a stronger focus on government services, being cost effective, and the County receiving a return on investment through implemented improvements.
CCIA was designed to meet all staff members’ needs, whether they are just entering the work force or have 25 years of experience.

Future data reported through this measure will include the value of cost savings, avoided costs, productivity gains, and community benefits from projects completed by CCIA graduates receiving a Green Belt and Black Belt as well as members of the I&P team.
