About this measure

This measure provides updates on major milestones and anticipated next steps associated with efforts supporting regional approaches to public safety and law enforcement. 

Updates are provided by the Cuyahoga County Department of Public Safety and Justice Services on a quarterly basis. 
Performance Target

Measure performance is impacted by a number of factors, including funding levels, strategic priorities, community need, and policy decisions made at the federal, state, and local level. Performance targets are not set for milestone measures, but timely reporting of updates is important.  

Why is this important?

Facilitating regional approaches to public safety and law enforcement can achieve efficiencies in operations that increase safety of first responders and improve service delivery for residents. Regional approaches can also result in cost savings for stakeholder agencies.
How are we making an impact?

On March 10, 2020, Cuyahoga County activated the Emergency Operations Center (EOC) and Joint Information Center (JIC) in response to three confirmed cases of COVID-19 and Governor Mike DeWine’s Declaration of Emergency for Ohio.

EOC operations are managed by the Cuyahoga County Office of Emergency Management and enhance the County’s ability to support and manage county-level disaster response and recovery efforts. Performing EOC operations from a centralized location provides a systematic means to direct the County’s overall incident support efforts, allocate and coordinate resources, and coordinate communications.

Support agencies partnering with the County’s EOC as part of the community response to COVID19 include:

  • The Center for Health Affairs
  • City of Cleveland Health Department
  • City of Cleveland Office of Emergency Management
  • Northeast Ohio Regional Fusion Center
  • Ohio National Guard
  • Ohio Emergency Management Agency
  • United Way 2-1-1 of Greater Cleveland
  • Cuyahoga County Police Chiefs Association
  • Ohio Highway Patrol
  • U.S. Department of Homeland Security

JIC Communication Personnel include:

  • Cuyahoga County Board of Health and City of Cleveland Health Department

To provide support to healthcare workers, first responders, and other agencies delivering critical services to the community, during Q4-20 the EOC continued its focus on collecting and distributing personal protective equipment (PPE). The inventory of PPE administered by the County EOC originates from three different sources: the Federal Strategic National Stockpile; PPE purchased by Cuyahoga County; and donations from the local community. Since full activation of the County’s EOC on March 10, over 9 million units of PPE have been distributed by the Emergency Operations Center, filling over 4,000 resource requests.

This includes:

  • 4 million gloves
  • 350,000 N95 masks
  • 4 million 3-ply masks
  • 140,000 washable masks
  • 4,800 pairs of eye protection
  • 400,000 face shields
  • 300,000 protective gowns
  • 11,000 coveralls
  • 1,900 shoe covers
  • 2,000 tubs of disinfectant wipes
  • 8,700 containers of hand sanitizer
