About this measure |
For their Recidivism Report, the Ohio Department of Rehabilitation and Correction defines recidivism as a return to incarceration in an Ohio prison for conviction of a new criminal offense or a technical violation of the conditions of post-release supervision. The recidivism rate reported here refers to the percent of inmates released in a calendar year who are returned for either of these reasons within three years of the date of their release.
Why is this important? |
As a society, individuals who commit crimes must be held accountable. However, correctional facilities should strive to rehabilitate individuals and prepare them to rejoin their communities, as the vast majority of incarcerated individuals will one day be released. It is imperative for public safety that correctional facilities have the resources and capabilities to reduce recidivism.
How are we making an impact? | |
This is a community indicator measure. It is provided to show an understanding of the overall community health. The County organization does not directly control the outcome of this measure; however, a number of programs and initiatives the County is undertaking can have an impact.
In partnership with the Office of Reentry, the Cuyahoga County Corrections Center’s Comprehensive Reentry Program provides contracted services for substance use disorder, cognitive skills programming, employment and job readiness training, 12 step-based self-help groups (AA, NA, and CA), anger management, culinary arts, and GED preparation and testing. Current agencies providing on-site services include Recovery Resources, Towards Employment, and Cuyahoga County Public Library. Every program participant is offered post-release job readiness services, credentialed training, assistance with job search, and case management.
Cuyahoga County is also involved in reducing the mentally ill inmate population that would be better served by community agencies than housed in the Cuyahoga County Corrections Center.
