This measure shows the average number of days defendants who are unable to pay for pre-trial release or ineligible for bail spend in jail before their first pre-trial. 

Data are reported by the Cuyahoga County Office of Innovation and Performance on a quarterly basis.

Although most offenses in Ohio are bail-eligible, many defendants in the Cuyahoga County Corrections Center (CCCC) cannot afford to pay for pre-trial release. Spending just one or two days in jail can have devastating impacts on an individual, including loss of employment and housing. Unnecessary incarceration has placed considerable strain on Cuyahoga County Corrections Center operations, resulting in overcrowding and rising overtime paid to correctional officers. Monitoring this measure, and the time it takes from arrest to trial termination, allows partners in the criminal justice system to examine where problems may exist and where improvements can be made.

This is an informational measure. It is included to provide additional details related to core County programs and services. Measure performance is impacted by a number of factors, including funding levels, strategic priorities, community need, and policy decisions made at the federal, state, and local level. Targets are not set for informational measures, but timely reporting of updates is important.
