About this measure

This measure shows the average number of days defendants who are unable to pay for pre-trial release or ineligible for bail spend in jail before their first pre-trial. Data comes from the Cuyahoga County Court of Common Pleas' monthly report. Data are reported on a one quarter lag by the Court of Common Pleas.

Why is this important?

Although most offenses in Ohio are bail-eligible, many defendants in the Cuyahoga County Corrections Center (CCCC) cannot afford to pay for pre-trial release. Spending just one or two days in jail can have devastating impacts on an individual, including loss of employment and housing. Unnecessary incarceration has placed considerable strain on Cuyahoga County Correction Center operations, resulting in overcrowding and rising overtime paid to correctional officers. Monitoring this measure, and the time it takes from arrest to trial termination, allows partners in the criminal justice center to examine where problems may exist and where improvements can be made.

How are we making an impact?

In partnership with Cuyahoga County Common Pleas Presiding Judge John Russo, Cuyahoga County Executive Armond Budish has established the Criminal Justice Council (CJC). The CJC is a collaborative of criminal justice partners focused on coordinating the overall Cuyahoga County criminal justice system to make it more efficient, effective, and productive. A primary focus of this group is bail reform.

The County also continues to work with municipalities to regionalize the Cuyahoga County Corrections Center and support the Stepping Up Initiative. Regionalizing jail operations will allow for a central booking unit to complete risk assessments and meet additional pre-trial needs, while the Stepping Up Initiative looks to reduce the number of people with mental illnesses in Cuyahoga County jail facilities through comprehensive diversion and pre-trial release programs.
