The average daily population (ADP) of the Cuyahoga County Corrections Center (CCCC) was 1,633 incarcerated individuals during March 2022, an increase of 14.4% over March 2021. Less than 15% of the jail’s inmate population is sentenced to the jail.

• The majority of inmates are defendants in serious and violent cases waiting for Common Pleas Court case disposition.
• Other incarcerated inmates are convicted of offenses and are waiting for transport to the Ohio Department of Rehabilitation and Correction (ODRC).
• Others are waiting for transport to other facilities that they are sentenced to (e.g., substance use disorder treatment facilities, state funded local correctional facilities, etc.).

The COVID-19 pandemic continues to impact the operations of all criminal justice agencies and facilities as they navigate through modifications to public health security policies; the use of audio-visual devices and technologies used in assessments, evaluations, investigations, criminal proceedings, and treatment services; program and facility staffing levels; and facility bed availability.

The CCCC’s ADP is conversely affected by the operations of local municipalities, court systems, correctional facilities, behavioral health facilities, substance use disorder treatment facilities, and other correctional programming such as the availability of electronic monitoring devices.
