About this measure

Average time spent homeless measures the average length of time individuals and persons in families enrolled emergency shelter and overflow projects experience homelessness. Average time spent homeless data for Cuyahoga County are reported by the Cuyahoga County Office of Homeless Services. Comparative analysis data are reported by each peer community’s Continuum of Care (CoC).
Why is this important?

Tracking the average time spent homeless allows the County to evaluate and monitor the performance of the Cleveland/Cuyahoga County CoC. By looking at patterns and changes to the average time individuals and persons in families spend homeless the COC can revise and enhance strategies to better ensure persons experiencing homelessness in Cuyahoga County get the services they need to achieve self-sufficiency.
How are we making an impact?

In addition to struggling to meet the basic human needs of safety, food, and access to healthcare, persons experiencing homelessness face significant barriers to participation in the workforce and in community life. In Cuyahoga County, the CoC is expanding efforts to assist families with complex needs through increased case management and support. Reduction in average length of stay for single adults can be attributed to being able to access rapid re-housing assistance for permanent housing. The variation in family length of stay reflects that it takes longer for families to find a unit, and in over 40% of cases, the unit fails its first inspection; this adds time to the lease up/move out process.

Future priorities for the CoC in this area include:

  1. Connecting high barrier individuals and families with intensive case management services sooner,
  2. Engaging homeless youth in family mediation to facilitate family reunification when appropriate, and
  3. Increasing access to employment opportunities and benefits through partnerships with the Cuyahoga County Division of Job and Family Services and OhioMeansJobs.
