About this measure

This measure tracks the percentage of households with a fixed broadband connection in the home. This includes a cable, fiber optic or DSL connection. The data comes from the United States Census Bureau’s American Community Survey.

Why is this important?

A lack of in-home internet connection provides residents with additional barriers to participating in almost all aspects of society. Many job and school applications and postings are only online and require regular access to email. Other services such as banking and medical care are increasingly moving to online access. Digital exclusion provides additional barriers and hardships for the individuals and households who are left further and further behind.

How are we making an impact?

This is a community indicator measure. It is provided to show an understanding of the overall community health. The County organization does not directly control the outcome of this measure, however, a number of programs and initiatives the County is undertaking can have an impact.

Through a grant provided by the Cleveland Foundation, Cuyahoga County is completing a broadband access study that will assess the impact of investing in digital access to residents will have on the services Cuyahoga County provides. The study will include the identification of how more inclusive technology use can improve outcomes, identification of how County departments currently use the internet to connect with residents, potential impacts of increased broadband access on the digital skills on the well-being of Cuyahoga County residents and recommendations for moving forward. Additionally, in 2018 Cuyahoga County worked with the public libraries, the Cleveland Foundation, Huntington Bank and other partners to implement a mobile hot-spot lending program. The program allows residents to check out a mobile hot-spot from their local library for in-home use.
