About this measure |
SkillUp is a business advisory service offered by the Cuyahoga County Department of Development.
The SkillUp program underwent a major redesign to better serve the needs of the manufacturing, health care, information technology and hospitality sectors. Branded SkillUp 2.0, it offers significant incentives to employers of every size, including offsetting the cost of training and up-skilling to help retain personnel and grow businesses in this challenging environment.
Measures on this page are divided into two categories: business outcomes and resident outcomes.
Business outcomes/data include:
- the number of SkillUp intake forms completed,
- the number of businesses registered with SkillUp,
Resident outcomes/data include:
- the number of SkillUp training opportunities completed by employees,
- the number and percent of residents receiving a credential, and
- the percent of resident registered trainees by race.
Data are reported by the Cuyahoga County Department of Development on a quarterly basis.
Why is this important? |
SkillUp impacts Northeast Ohio by delivering increased skills, education, work experience, and wages to employers and their workers. By helping businesses identify and implement plans to train their workers, businesses can better control their talent supply and account for their skill needs. Simultaneously, residents benefit from increases in skill, education, work experience, and wages. This series of activities yields regional economic growth and inclusion.

During the last half of 2021, SkillUp began the process of redesigning our services. With formal and informal feedback from customers and strategic partners, we took steps to reimagine the ideal version of SkillUp.
The redesign was executed and completed with our 3 primary goals in mind: 1) Build alignment in government and community organizations and work toward shared workforce goals, 2) Help businesses grow and become more profitable, 3) Help residents get onto a career pathway with increased skills and wages.
Phases of SkillUp’s Redesign
- The first phase of the SkillUp redesign process was data collection. This step of the process included interviewing community partners, current and former business clients, members of the Department of Development as well as our own SkillUp team. The results of these interviews were summarized and coded for themes and were utilized to inform the second revisioning phase of the process.
- In the second revisioning phase of the process, we organized all the data collection and sourced ideas for improvement. The work was then segmented into the following projects or ‘buckets’: Narrow the Focus of the Service, Expand and Restructure Incentives, Simplify and Shorten the Process with Increased Flexibility, Improve the Payment Process, Improve Integration into the Department of Development, Deepen and Strengthen Relationships with Community and Strategic Partners, and Increase Marketing for Greater Visibility.
- The final phase of the process is implementation. We officially launched SkillUp 2.0 in early 2022 and we have received immediate praise from clients and partners. We have also seen an increase in engagement and utilization of the services as documented in Quarter 1 reporting.

Cuyahoga County Department of Development
- Race and ethnicity data reported by the Cuyahoga County Department of Development is collected from two case management systems managed by the Cuyahoga County Department of Health and Human Services.
- Due to rounding, the total 2020 percent of resident registered trainees by race equals 101%.
- The County began offering SkillUp Business Advisory Services in 2017. Data reported for Q4-18 captures all activity from the start of the program through 2018 year-end.
