Cuyahoga County’s Five-Year Economic Development Plan lays out strategies and objectives for all regional economic development actors. The plan has been updated each year as required by the County Charter. On August 6, 2019, Cuyahoga County Council approved the updated 2019-2023 plan.  

Cuyahoga County and other entities have achieved significant progress on certain action items in the current Five-Year Economic Development Plan:

• Cuyahoga County’s SkillUp service continues to expand its capacity with hundreds of organizational needs assessments completed, skills road maps created, and workers trained to improve their skills.  An employer survey is underway to gauge the talent and other needs of Cuyahoga County businesses.  Coordination of the SkillUp service with regional workforce and business retention systems is underway.
• The Workforce Sector Partnership Initiative is well underway with significant progress in the first targeted sector, manufacturing. The sector partnership in health care is now active with the selection of Cuyahoga Community College as its supporting "backbone" entity.
• Collaboration to best leverage the Opportunity Zone tax incentive for social impact has produced a social impact evaluation system. Funding to support impactful business growth and real estate projects is being assembled by members of the collaboration.
• The Aerozone Alliance continues to focus on leveraging Cleveland Hopkins Airport and NASA Glenn to attract new business activity.
• Destination Cleveland has developed a strategy to leverage conference and convention attendance into business attraction opportunities.
• Team Northeast Ohio and the Greater Cleveland Partnership continue to work with municipalities to promote available business sites.
• Implementation of the Cuyahoga County Housing Plan continues with funding being made available for key housing activities.
