Cuyahoga County’s Five-Year Economic Development Plan lays out strategies and objectives for all regional economic development actors. The plan has been updated each year as required by the County Charter. Updates for 2019 were delivered to County Council on June 1, 2019, outlining objectives and strategies to create and sustain economic and population growth and job creation through 2023. Cuyahoga County Council is currently reviewing the updated 2019-2023 plan.

Cuyahoga County and other entities have achieved significant progress on certain action items in the current Five-Year Economic Development Plan:

• Cuyahoga County’s SkillUp Service is expanding its capacity with hundreds of Organization Needs Assessments completed, skills roadmaps created, and workers trained to improve their skills.
• The Workforce Sector Partnership Initiative is underway with significant progress in the first targeted sector, Manufacturing. Sector Partnerships in Health Care and IT will be active by year end.
• Opportunity Zones are a new source of leverage for needed investment capital.  Analysis by the Cuyahoga County Planning Commission was a significant factor in winning this designation for strategic census tracts.
• A portion of the Aerozone was designated as an Opportunity Zone; an Aerozone Alliance budget was developed and operating funding is being raised.
• Global Cleveland has been a proponent of Greater Cleveland as a home for immigrants.
• The Cuyahoga County Housing Plan is complete and County Council has acted to operationalize key aspects of the plan.
