Initiatives

Develop in cooperation with the Chamber of Commerce a "Buy Baytown" campaign.
Augment and continue to actively enforce bandit and other sign related codes.
Continue to attract and incentivize master planned neighborhoods ($300K+).
Revisit and amend current code to address excessive and degraded signage.
Partner with major employers in the area to market Baytown's housing choices and encourage local employees to live in Baytown.
Work with TxDOT to clean I-10, Spur 330, and SH 146.
Establish communication channels with local realtors for a better understanding of how to market Baytown and encourage people to choose to live here.
Finalize and implement the GCCISD marketing campaign.
Engage service groups to help with more effective/active litter abatement measures.
Increase strategic communication regarding updates and completion of infrastructure and capital projects.
Engage GCCISD students to develop and deploy anti-litter advocacy efforts.
Continue promoting the successes of Imagine Baytown.
Augment Clean Team resources to expand litter abatement capabilities.
Create and implement a Public Affairs intern program.
Consider the internalization of beautification and litter abatement activities.
Increase frequency of street sweeping, specifically in older portions of the City, and areas with a significant number of trees.
Work with CenterPoint to consolidate poles and wires.
Enhance the partnership between the City and the business community to better promote Baytown.
Revisit franchise agreements with utilities to enforce low-hanging wires and leaning poles.
Begin the implementation of a phased plan for the installation of perimeter hardscape and low-maintenance landscaping in medians on arterial roadways.
Consider the establishment of a Neighborhood and Volunteer Administrator.
Work with utility companies to bury lines, where feasible, in existing and new development.
Continue to identify opportunities to improve the appearance and maintenance of bridges.

Develop and begin implementation of a plan to bring street signage into a uniform and standardized appearance. Increase replacement of faded or damaged signage.
Pursue design of planted medians and new street lighting from I-10 to Independence on Garth.
Develop a plan and if feasible begin funding the installation of signal semaphores on Garth.
Focus Holiday resources and décor on Texas Avenue, utilizing accessory signage and decorations to promote Texas Avenue and Town Square.Ensure that décor uses the appropriate image.
Develop and implement methods to appropriately and effectively brand new projects.
Pressure wash city facilities on a more frequent basis.
Work with TXDOT to install sound wall at Garth and 146.
Install trash fence on Garth, along west side of drainage ditch.

Conduct discussions with corporate partners to develop ideas to encourage employee location to Baytown.
Continue to invest in median improvements and maintenance, utilizing strategies to decrease the commitment to manpower.
Upgrade the hardware components on bridges and overpasses. (e.g. - guardrails, galvanized poles, etc.).
Pilot program of painting rails on bridge and overpasses.
Enhance median maintenance by increasing mowing/trimming, re-landscape medians adjacent to arterials, and power washing median noses.
Deploy madvac with greater frequency.
Continue partnership with TXDOT to address bridge and overpass aesthetics.
Work within each department and in cooperation with Public Affairs to identify stories about our people, departments, City, partners, and businesses that can be then placed in social and traditional media.
Continue support of campaigns designed to address the image of the School District as well as other partner institutions as opportunities emerge.
Engage citizens in learning opportunities that elevate their understanding and appreciation of City programs and operations. (i.e. - citizens academy)
Collaborate with schools to inspire positive conversations among students with regard to the community.
Identify publicly capital projects as part of the "Better Baytown" initiative.
Build into the capital projects budget funding to support the installation of upgraded project components, i.e. - powder coated black poles, higher visibility signage, etc.
Increase investment in public arts, especially on the part of private individuals/organizations. Continue wrap program and other innovative public art initiatives.
Continue recruitment of high-end housing and retail investment.
Work to bring amenities to town that set Baytown apart in the region
Continue to support and fund strategies that address litter and bandit signage. (i.e. - ordinance prohibiting windshield advertising, trash fence placement, continued use of community service teams, etc.)
