A new traffic signal is planned at the southern edge of the mall on Garth Road and will be completed along with the redevelopment construction. In addition, the traffic signal at Garth Road and Santavy was expanded to accommodate traffic entering and exiting HEB.
The plan to fund a comprehensive replacement of suspended signalization is based on the complete redesign of Garth Road, which is on-going. The first phase of design is focused on an area between I-10 and Santavy. This segment will feature, among other elements, planted medians, centralized lighting, and semaphore mounted signalization. This segment will become the aesthetic model for improvements moving southward toward 146. It was determined that the most effective plan for addressing Garth road comprehensively is to complete segment improvements from north to south. While the first 30% of Garth Road expansion is on-going, the City will need to be successful in obtaining TXDOT and HGAC support to continue design work. The City is committed to continue a pursuit of this support which will, in addition to the aesthetic element mentioned above, also include the addition of a third lane (north and southbound) from I-10 to as close to 146 as feasible.
