In the previous year the City and the County had taken strides in implementing the early stages of the Market Street Corridor Plan. Notable improvements, such as a street overlay, new sidewalks, storm inlets and curbs, were completed along the road segment from Finley Street to Wisconsin Street. There are funds budgeted to continue similar improvements along other segments of Market Street. Since the last report, Goose Creek CISD has started demolition, and site improvements for the construction of the new San Jacinto Elementary School, which is located at the intersection of Market Street and Airhart Drive. This project includes the demolition of the Beverage Mart Dirve-Thru convenience store.
Staff continued to engaged the residents with the Neighborhood Clean Up Day and a Census outreach events at Bergeron Park. We will continue to encourage property owners to make improvements to their homes and businesses utilizing the free permitting program.
Neighborhood Clean Up
On Saturday, September 19, 2020, the Community Development Division with the help of Covestro and United Way Emerging Leaders hosted “Neighborhood Clean Up Day” at Bergeron Park. The Neighborhood Clean Up Day gave the residents in the Historic West End and the greater West Baytown area an opportunity to properly dispose of their bulk waste at no cost! 2019 -
The City is in the early stages of implementing the Market Street Corridor Plan. However, with funds budgeted, there have been notable improvements completed in a short period of time in the Historic West End.
The Public Works Department has replaced and constructed new sidewalks to facilitate safe pedestrian mobility. Some storm inlets and curbs have also been done along with street overlays. New streetlights have been installed and more planned in the residential areas and adjacent to the alleyways. Staff surveyed the area to identify vacant and dilapidated structures, which are being addressed through the substandard program and/or code enforcement. The AA Building and the old Bay Theater are two notable buildings that have been demolished. We are currently notifying property owners of vacant slabs and will request to remove those slabs and replace with plantings to improve the aesthetics.
Staff has also engaged the residents by sponsoring two events during the first quarter last Fall. We held a National Night Out event at Bergeron Park and a Neighborhood Clean Up Day. Please see the program summaries below.
Next, we will continue implementation of the Market Street plan with public infrastructure improvements and code enforcement, such as sidewalks, landscaping, and street lighting. We will also continue to encourage property owners to make improvements to their homes and businesses utilizing the free permitting program. In addition, the economic development team is actively pursuing ways to invite new investment and development in the area.
National Night Out 2019
For the second year in a row, the Community Development Division partnered with the West Baytown Civic Association to host a block party better known as National Night Out (NNO). The event was a great success as more than 100 residents came out to mix, mingle, and meet their neighbors! During the event, there was plenty of fun, food, snow cones and giveaways. The Baytown Police were in attendance and showcased the Bat Mobile (cop car). Exxon Mobil was also in attendance showcasing their fire truck. District 1 Council Woman Laura Alvarado came in with style riding the Baytown Fire truck. Assistant City Manager Kevin Troller, Mayor Brandon Capetillo, and Fire Chief Kenneth Dobson were also in attendance, thanking all the citizens for coming out. Chief Dobson helped by giving away snow cones to the children that were at the event. The event was splendid and the community surely felt appreciation.
Neighborhood Clean Up
On Saturday, October 19, 2019, the Community Development Division and Health Department collaborated to host “Neighborhood Clean Up Day” at Bergeron Park. The Neighborhood Clean Up Day gave the residents in the Historic West End and the greater West Baytown area an opportunity to properly dispose of their bulk waste at no cost! The clean-up collection included:
The Health Department also sent out two groups of four volunteers to collect trash along the streets and alleyways in the neighborhood. Each time the group went through the alleyways, they came back with a small 5x8 ft. trailer filled with debris. Flyers and mail outs were sent to residents in West Baytown, which effectively got the word out about the event. This event collected a large amount of waste, and directly improved the quality of the neighborhood.
