Staff has begun internal discussions regarding code enforcement and code amendments to encourage redevelopment in the Downtown Arts District.  The Community Development team is working with Public Affairs to advertise the benefits of the Revitalization Incentive Zone (RIZ) whereby property owners can obtain free permits and tax refunds for improving their buildings.   They are also looking to expand the boundaries of the RIZ to further incentive others to improve properties within this area.   Additionally, the Downtown Façade Program has been replaced by the Business Improvement Grant Program to provide a greater benefit for property owners.
