City staff analyzed successful restaurant incubators across the country and identified general requirements for success, including the building and kitchen infrastructure, and funding and staffing models.  The MDD was presented with two alternative design options for the Citizens Bank Building in early 2020; a relocation of Utility Billing or a Restaurant Incubator.  The MDD determined that the relocation of Utility Billing was the best option for this location.  Since then, City staff has met with various educational institutions and private developers about the potential to partner on a Restaurant Incubator.  The interest was there, but COVID-19 has slowed down those discussions and will probably put everything on hold for a while.  There are several locations in the Downtown Arts District that would be well-suited for this type of project once interest picks back up with the partners required to make this type of project a success.
