Emergency Preparedness
Board of Supervisors 2023

Lead the community in all hazards planning, preparedness, response, and recovery with a focus on wildfire. Do this by focusing on improving countywide evacuation safety, continuing to strengthen early alert and warning systems; creating more defensible space around properties and roadways, engaging residents in emergency preparedness and fire-safe land stewardship, leading the community in recovery from Federally declared disasters and by mitigating the impact of Public Safety Power Shutoff Events.

Progress Update

Highlights from Q3 (July-September 2023) include:

  • Emergency Operations Center activation on Wednesday, August 16, 2023, at Level 1 status for three days in response to the Highway Fire.
  • Conducted media interviews, radio spots and online messaging to apprise the public of the steps to take for wildfire preparedness.
  • Worked with CAL OES and FEMA to complete the River Fire Public Assistance Reimbursement claim and $267K dollars was received from the State and FEMA to cover county response costs associated with this event.
  • 35 Small Business Association loans valued at $1,246,600 were approved for residents affected by the February/March 2023 Winter Storm.
  • $440K in Individual and Household Program funds were approved for individual residents affected by the February/March 2023 Winter Storm.
  • Participated in multiple public outreach events including Grass Valley Thursday Night Market, Nevada City First Friday Art Walk and Summer Nights, Truckee Thursdays, Tahoe Donner Member Days and more.
  • Planned and held the third Quarterly Wildfire Stakeholder Meeting in Grass Valley, which focused on Past Wildfire Events, Lessons Learned, Projects, and Outlooks.
  • Implemented a Community Wildfire Protection Plan Survey outreach campaign using a media toolkit produced in Spanish and English and collected over 2,200 surveys from across Nevada County.
  • Created a Roadmap to Resilience webpage with interactive mapping tools and downloadable community input forms to solicit feedback on evacuation concerns and facilitate community attendance at CWPP Lunch-and-Learns.

Next Steps

Plans for Q4 (October-December 2023) include:

  • Create winter storm-focused messaging and outreach materials.
  • Send a countywide mailer reminding the public to prepare for the 2023/2024 winter snow/rainy season.
  • Plan and hold the fourth Quarterly Wildfire Stakeholder Meeting of 2023 in Truckee, which will focus on the newly rewritten Community Wildfire Prevention Plan.
  • Maintain a presence in the community, tabling at local events and speaking to residents where they are on their time around wildfire and disaster preparedness topics.
