Emergency Preparedness
Board of Supervisors 2023

Lead the community in all hazards planning, preparedness, response, and recovery with a focus on wildfire. Do this by focusing on improving countywide evacuation safety, continuing to strengthen early alert and warning systems; creating more defensible space around properties and roadways, engaging residents in emergency preparedness and fire-safe land stewardship, leading the community in recovery from Federally declared disasters and by mitigating the impact of Public Safety Power Shutoff Events.

Progress Update

Highlights from Q2 (April-June 2023) include:

  • Secured FEMA Roadside Vegetation Abatement Phase 1 Grant in the amount of $752,135 with a required 25% local match. This grant will fund the planning activities necessary to implement roadside vegetation treatment on 300 miles of County-maintained roads.
  • Secured $400,000 in funds from CAL FIRE to clear approximately 100 miles of County-maintained roads impacted by the 2023 Winter Storm.
  • Submitted and was awarded a $950,000 direct funding proposal to CAL FIRE for the Winter Storm Hazardous Vegetation Clean-Up Project.
  • Partnered with Fire Safe Council of Nevada County to hold 12 free community Green Waste Events in Western Nevada County in April, May, and June, supporting residents in recovering from the Winter Storm of 2023 and simultaneously preparing for wildfire season by removing down vegetation from their land.
  • There were no EOC activations this quarter.
  • Hired a new full time defensible space inspector and created a new position "Defensible Space Supervisor" and hired internally into this position.

Next Steps

Plans for Q3 (July-September 2023) include:

  • Send Ready, Set, Go Wildfire Guide to every resident in Nevada County, distribute to all fire stations, schools, libraries, non-profits, and other key locations across the County.
  • Support the community and Fire Safe Council of Nevada County in the implementation of 3 days of no-cost green waste programming in Truckee in July and August.
  • Roll out Phase 2 of Direct Community Support under the CAL FIRE Winter Storm Hazardous Vegetation Clean-Up by partnering with communities to address their highest priority needs.
  • OES will hire a grant funded limited term temporary Admin Analyst II to support multiple grants within the Office of Emergency Services.
  • OES staff will participate in a local sheltering exercise and an NID functional tabletop exercise in the next quarter.
