All roads in Eden Prairie are inspected and given a Pavement Condition Index (PCI) rating. The PCI is a rating of the roadway surface from "failed" (0 PCI) to "excellent" (100 PCI).

The City has a goal of maintaining Eden Prairie's average roadway PCI at or above the "very good" category (71-85 PCI). The City achieves its goal to keep the average rating in this category by properly implementing pavement rehabilitation treatments. Franchise fee revenue is dedicated to the pavement management program.

Proper pavement management allows low-cost treatments like fog seal, chip seals and overlays to extend the life of pavement prior to costly reconstruction. Maintaining pavement in good condition also improves ridability, reduces wear and tear on vehicles, and keeps neighborhoods aesthetically pleasing.
