The Metropolitan Council Affordable Life-cycle Housing Opportunities Amount (ALHOA) Scores assess cities' efforts to develop and maintain affordable housing and in supporting low- and moderate-income households. The scores range from 0 (lack of housing activity) to 100 (outstanding performance).

The City's affordable housing score has fluctuated slightly over the years as different housing projects have increased or decreased their availability of affordable housing. 

The Metropolitan Council uses the affordable housing score to give priority for funding to communities that are maintaining or expanding their supply of affordable housing and promoting affordable and mixed-income housing.
