Description

The Charlottesville Comprehensive Housing Analysis and Policy Recommendations report completed by RCLCO, provided the City with an overview of the local housing market, as well as an examination of the barriers and issues affecting the provision of affordable housing throughout the City. The research resulted in a number of short- and long-term policy recommendations related to affordable housing development and preservation. Upon review of the report, the Housing Advisory Committee (HAC) identified several more policy options not proposed by the RCLCO. 
Why and What it Achieves

The HAC's recommendations from the RCLCO report offer a variety of policy tools the City can implement to increase the number of Supported Affordable Units and affordable housing units in the City's housing stock.
How We Know Success

The following measure will indicate successful implementation of the HAC's recommendations:

  • Supported Affordable Units comprise 15% of the overall housing stock in the City of Charlottesville.

      1. Acquire and use all allowable planning, zoning, redevelopment and economic development tools to stimulate affordable housing development
      2. Identify City-owned property for affordable housing development and sell/lease those properties to interested developers
      3. Waive developer fees for developments triggering the City's Affordable Dwelling Unit (ADU) ordinance in exchange for providing the required ADUs on site.
