Description
The chart shows the % change in sales tax revenue from the prior year, same period, based on the sales month. The lower chart shows how the City of Charlottesville's change compares to the statewide change and to the County of Albemarle. In other words, it attempts to answer the question of is sales tax improving/declining for everyone, or did something happen in Charlottesville differently.

Analysis
Sales tax in 2017 appears to be underperforming compared to 2016 and to regional and state. The County of Albemarle has been auditing filings to find sales tax erroneously submitted for the city that actually belong to businesses in the county. Some amount of the difference is attributable to those "transfers".
