Description
The Charlottesville Department of Human Services conducted a study of disproportionate minority contact in the juvenile justice system to measure the degree to which minority residents are over-represented in the juvenile justice system; to determine the factors that contribute to racial disproportionality; and to reduce the identified disproportionality by enhancing the system’s process through targeted research and training opportunities.
Analysis
The percentage of juveniles arrested in the city of Charlottesville who are Black decreased from a high of 69% in 2014 to a low of 41% in 2015 and then increased again to 61% in 2016. The target rate of 40% reflects the percentage of Black juveniles in the city's population.
