Description |
The Public Service Division updates its Street Pavement Management Program annually to priortize paving and maintenance needs, and to strategically implement effective repair methods to maximze the quality and lifespan of the City's roadway network. Priortization is derived through the performance of a street-by-street condition survey. Subsequently, streets are ranked based on a distress evaluation methodology known as a Street Condition Index (PCI), which assigns streets a value of 1-100.
The City of Charlottesville's roadway network consists of 681 segments of streets, totaling 159 miles. It is the goal to maintain a network-wide average PCI target of 75.

The latest pavement condition survey conducted in late 2017 produced a city-wide street network average PCI score of 80.6, which is slightly below Public Work's target goal of 85.
Public Works will be pursuing a new rating methodology system and forecasting software to improve our street paving operations - resulting in higher quality travel and more efficient prioritization. The projected timeline anticipates implementation by the end of FY19.
