Description

This chart shows the percentage of residents estimated by the US Census to be at or below 125% of the federal poverty level. A family of 4 living at this level would have an income of approximately $30,000.  According to the Massachusetts Institute of Technology Living Wage Calculator, a family of 4 earning a living wage would earn between $55,000 and $66,000, depending on child-care expenses.
Analysis

The number of residents at or below the federal poverty level has remained steady at slightly over 30% for the past six years. This number is likely inflated because of the large number of University of Virginia students living in the City.
