There are several strategies the City is undertaking to expand affordable housing opportunities in the City:  

• Housing Advisory Committee (HAC):  The Housing Advisory Committee (HAC) provides City Council with recommendations regarding housing policy and affordable housing funding priorities.  HAC members also research and discuss trends and ideas in affordable housing across the state and nation, and identifies ways Charlottesville can implement some of those new ideas here. The HAC's recommendations from the Robert Charles Lessor Company (RCLCO) report offer a variety of policy tools the City can implement to increase the number of Supported Affordable Units and affordable housing units in the City's housing stock.   The following measure will indicate successful implementation of the HAC's recommendations:  Supported Affordable Units comprise 15% of the overall housing stock in the City of Charlottesville.  

At the recommendation of HAC, City Council approved recently (June 2017)  the Charlottesville Supplemental Rental Assistance Program.  At their October 16, 2017 City Council meeting, they finalized the implementation plan and allocated $900,000 from the Charlottesville Affordable Housing Fund for this program.  

• Redevelopment Activities:  In early 2017, the City hired its first Redevelopment Manager, who coordinates and manages housing and redevelopment projects in the City and manages implementation of the Strategic Investment Area (SIA) Plan, including programs and activities to attract and retain businesses in the SIA, workforce development, citizen engagement, neighborhood revitalization, and human services.
