The Public Service Division updates its Street Pavement Management Program annually to priortize paving and maintenance needs, and to strategically implement effective repair methods to maximze the quality and lifespan of the City's roadway network. Priortization is derived through the performance of a street-by-street condition survey. Subsequently, streets are ranked based on a distress evaluation methodology known as a Street Condition Index (PCI), which assigns streets a value of 1-100.
The City of Charlottesville's roadway network consists of 681 segments of streets, totaling 159 miles. It is the goal to maintain a network-wide average PCI target of 75.

The City is currently engaged in a complete overhaul of the Pavement Management Program. This includes the execution of a City Wide Right-of-Way survey, utilizing a consultant to conduct LiDAR based condition assessments on our entire street network. Once completed the data will be loaded into a new Pavement Management Software tool, which will be able to generate robust GIS-centric reporting on the City's Pavement Condition Index as well as optimized maintenance plans. The data is expected to be available by the end of calendar year 2019.
