Description |
The Virginia Statewide Fire Prevention Code (SFPC) empowers local fire marshals to “inspect all structures and premises for the purposes of ascertaining and causing to be corrected any conditions liable to cause fire, contribute to the spread of fire, interfere with firefighting operations, endanger life, or any violations of the provisions or intent of the SFPC.” The SFPC goes on to mention that the local Fire Marshal is required to annually inspect all: residential care facilities operated by any state agency; assisted living facilities; student-residence facilities owned or operated by public institutions of higher education; and public schools. It also states that the City's fire department shall have responsibility to serve as the local enforcing agency for the SFPC.

All mandated fire inspections are up to date. Additional non-mandatory fire inspections are conducted by members of the Community Risk Reduction Section on a regular schedule.
The department continues to work with the ImageTrend Elite software suite in order to fully leverage the occupancy module.
The 2015-2020 Charlottesville Fire Department Strategic Plan Goal 9 represented the department’s first strategic approach to risk reduction in the department’s history. Based on Goal 9, the department formed the Community Risk Reduction (CRR) Section utilizing a combination of existing positions in combination with moving two Fire Captain positions from the Operations Section to the newly formed CRR Section. The CRR Section has since developed a fire inspection scheduled based on requirements of the adopted Statewide Fire Prevention Code and the department’s Community Risk Assessment. CRR staff continue work to more fully leverage the Image Trend Elite software Occupancy Module.
As of 1/1/19, the Community Risk Reduction section is successfully using the ImageTrend Inspections and Occupancy modules to conduct digital inspections and populate properties with accurate occupancy information.
In May and June 2019, a firefighter assigned to light duty took on the sizable task of taking paper-based inspections recorded before the digital transition and building out CFD's inspection and occupancy data within ImageTrend. This work will allow advanced analysis of common inspection code violations and drive future inspection schedules and frequencies.
