Held bi-weekly Tuesday afternoon meetings discussing ongoing crime problems within the division and also with the COP Captains monthly. We held a total of 7 focus group meetings that included the community and employees.

We held a total of 46 Focus group meetings that included the community and employees.  These meetings included Police-Initiated, Neighborhood and COP meetings. 

NPOs continue to work with Code Compliance in correcting issues that face Northwest. These issues and remedies are noted in the weekly report for each NPO in Northwest Division. The Northwest Division Commander drives the neighborhoods in order to address any quality of life issues. We continue to coordinate all city resources as needed to respond to citizen complaints or quality of life issues that arise. Each NPO walked/drove their respective beats; they contact Code Compliance once a week on homeless camps and the Homeless coordinator in order to seek assistance for the homeless. In addition, they discuss with Code the areas of blight (tall grass, parking in yard, substandard structures, dumping) within their beat as well communicate with specialized units to assist with problem establishments. Met with Code on multiple occasions this month to address quality of life issued.

NPO Martinez has had one meeting with the local business owners in the hotel area personnel about upcoming business watch meeting regarding human trafficking. NPO continues the nuisance abatement process at the sexual oriented businesses on his beat. 

Our crime action committee consists of patrol supervisors, NPO officers, Special Response Team (SRT), Criminal Investigations Unit, Metal Recycling Officers and Property Crimes Officers, Captain and Commander. Each one of us is tasked with monitoring the crime rate/trends within the division and bringing input to the table at the monthly meeting for crime prevention/reduction strategies. We had a division wide supervisors meeting this month.  

NPOs work with area businesses to address these issues including the Salvation Army at 2901 NE 28th St. and Fort Worth Northside Corps at 3023 NW 24th St and the Recovery Resource Council that is on the border of NW and Central located off hwy 121. Northwest has identified and established a point of contact with assistance programs and track placements for help at each center. The NPOs collaborated with the above mentioned organizations in addition to the FWPD Homeless coordinator.  Our priority when dealing with the Homeless is to first educate them on and offer assistance. This month we made contact with approximately several homeless individuals from two different camps and offered assistance.  We still need to follow-up to determine if any took advantage of the assistance offered. This is ongoing.

We have not specifically assigned officers to the economic development committee; however, this will be assigned by the Captain of the Northwest Division by the 3-4 quarter of this year. Keep in mind that NPOs, Captain and Commander meet monthly with area businesses/owners to discuss ways of facilitating communication/collaboration to prevent, combat and reduce crime so that area businesses and communities thrive within Northwest Division.  

Detectives and NPOs are rotating  attending roll calls. NPOs disseminate their weekly activity report to the shift Sergeant. During our monthly meetings, we have tasked/delegated the authority for NPOs to take ownership of their respective areas and reach out to specialized units and their beat officers. They attend more than one roll call per week.  We have a citywide property crimes meeting so we communicate across Divisional lines. The specialized units weekly reports are disseminated to all patrol supervisors. We reach out to specialized units on a weekly basis and vice versa. The Criminal Investigations Lieutenant has also attended several roll calls.

The Captain, supervisors and the Commander discuss the new beat integrity model weekly at roll calls at minimum weekly. We are educating the patrol officers on how important their initial contact with citizens is and to continue community engagement and be receptive to their input about crime. In addition, NPOs have been instructed to increase the communication by NPOs and each shift beat officer.  Lists for gang members on each beat have disseminated as well; Parolees are also checked, NPOs have been tasked with making contact with gang members on their beats at least nonce a week. The Captain also takes the opportunity to train officers in officer safety tactics and answers questions at roll calls. 

We are in 100% compliance with this on our part. Game rooms are mainly the responsibility of Vice/Narcotics. Commander Criado and Captain Krouse forwarded all complaints to Lieutenant Carbajal with Vice/Narcotics with a cc to the NPO supervisors. Any other units with a need to know are also notified. NPOs follow-up immediately with Code Enforcement when a game room has been problematic.

NPOs  attend and are actively involved in PAL. NPOs recently started reading groups in Northside and Diamond Hill. They also attended STEMS training so that they can engage the youth at schools and recreation centers after school. STEMS is a training that enables officers to introduce youth to basic robotics and engineering through electronic games/equipment and computers.

NPOs continue to provide intel and recruit additional department resources to fix any issues that develop within the division. They have worked with narcotics to identify problem areas and also game rooms that have re-opened. Every NPO increased school and positive citizen contacts this quarter.

We utilized the mobile storefront and rotated it to different areas within the community for a couple of months. We conducted special details with the Special Response Team utilizing code blue and patrol to prevent and fight crime within the same area and short Northwest as well. We conducted details with Narcotics/Vice in establishments with after hours operations. Homeless details with code to remove camps. Stockyards details conducted weekly to prevent violent crime. Burglary details utilizing Code blue to prevent burglaries in various areas north of the loop and south of the loop in Northwest Division.
