The dedicated Shelter District officers have been set in place. We have the Homeless Liaison, the Shelter District NPO, and two other officers who are not subject to call to work the area. We are still awaiting the approval and funding of the needs assessment to increase the size of the dedicated unit.. The Crisis Intervention Team is in place and Central Division has a dedicated officer. The two person Homeless Detail is working along with Patrol Officers in an improved system in which they attend daily roll call with Patrol. Each shift now has an additional Patrol Unit restricted to working downtown. The Central Bike Unit is also highly skilled in handing homeless issues. The Homeless Unit has been expanded by adding a Sergeant and a Corporal, so the progress is continuing on this effort. |

Additionally, Lieutenant Ladd, who helps to oversee this program, works with community partners and attends meetings. Central Division NPO's conduct weekly details and other details as needed to address various issues in the division. Approximately twice a month the NPO's conduct a detail which addresses homeless issues. Panhandling Downtown is greatly reduced at this point, however there are rare instances. Our partners at Bass Security work to coordinate the effort to eliminate panhandling downtown. |
Central Division NPO's and Bikes conduct weekly details and other daily details as needed to address various issues in the division. Central division Baker NPOs have conducted panhandling details on a constant basis. Downtown Bikes is focusing on issues near the Library, at parking garages, and other areas in order to reduce panhandling complaints. NPOs and Bikes self initiate the calls for panhandling, so the numbers don't reflect citizen complaints only. |

Central Division does hold extended roll call training at least once a week. All beats are covered every shift and we try to use the same officers each day to cover the beats. NPOs are communicating with beat officers about issues indigenous to their beats. Older officer who were around when we last did beats are helping the younger officers with the details. |

Central Divisions has implemented a cross-training program in which patrol officers will work in the detectives office with an assigned detective for a two week training period. The officer will be required to participate in the day to day activities of the detective. Numerous officers have been identified for professional development. The improvement of reports and on scene investigations should be enhanced, especially with the fact that we have so many new officers who have brought in a new dynamic energy to the division coupled with room for improvement. This will help to guard the professional integrity of officers to prepare them for a long career. |
