    Central - Create a dedicated police Homeless Reaction Team comprised of seven officers and one sergeant in FY19 that are properly trained in dealing with all homeless related issues.

    We have the Homeless Liaison, the Shelter District NPO, and two other officers who are not subject to call to work the area. We are still awaiting the approval and funding of the needs assessment to increase the size of the dedicated unit. The Crisis Intervention Team is in place and Central Division has a dedicated officer. The two person Homeless Detail are working along with Patrol Officers in an improved system in which they attend daily roll call with Patrol. Each shift now has an additional Patrol Unit restricted to working downtown and during 3rd shift on B11's beat. I have requested a full team consisting of a sergeant and at least seven more officers but city-wide staffing does not permit this at this time. Assistant Chief Kraus has assigned Lieutenant Amy Ladd to research and assess the needs of a full-blown Shelter District team. Lieutenant Ladd and Commander Sparrow met recently about this issue, so we are in planning mode. As well, Lieutenant Ladd has training scheduled for January 9-11, 2019 for all NPOs about homeless issues.

    Central - Provide additional problem solving solutions to the homeless population. NPOs and beat officers shall establish relationships with businesses/organizations and combine resources to address this issue. NPOs are required to keep stats on how many receive jobs and housing on a monthly basis. NPOs and beat officers shall coordinate one area of clean up per week used for homeless camps.

    The NPOs conducted four homeless camp cleanups with assistance from COPs. They conducted early morning details to address homeless persons sleeping in business areas and on sidewalks.

    Central - Decrease Downtown panhandling complaints by 10% through education of tourists, citizens, and enforcement details. NPOs shall conduct one enforcement detail per month in affected areas and document them in monthly reports.

    Central Division NPOs and Bikes conduct weekly details and other details as needed to address various issues in the division.  Approximately twice a month the NPOs conduct a detail which addresses homeless issues. There were only 84 panhandling calls in the month of December  compared to 133 in the month of November. The Downtown Bike unit has put an emphasis on watching the downtown area. The major area of concern in Central Division according to the heat map is still Riverside and 121 (intersecting A12, A13, and A14) as well as I35 and Berry (intersecting B16 and B17). 

    Central Division NPOs and Bikes conduct weekly details and other details as needed to address various issues in the division.  Approximately twice a month the NPOs conduct a detail which addresses homeless issues. There were only 84 panhandling calls in the month of December  compared to 34 in the month of January (according to Crime View Dashboard numbers). The Downtown Bike unit has put an emphasis on watching the downtown area. The major area of concern in Central Division according to the heat map is 121 at Beach St (A13).

    Central - Solicit employee (sworn and civilian) and community input in creative ways to address ongoing crime problems by establishing and facilitating focus groups four times per year with employees and community members.

    Because of the holidays, Central Division had only 2 meetings with command (lieutenants and captain on Dec 5 and 12) and 2 other crime meetings with NPOs, property crime officers, burglary detectives, SRT, the crime prevention specialist, and the crime analyst (Dec 5 and 12). We had a Downtown Security Group Meeting (Dec 27) and a meeting with the Shelter District partners (Dec 19). Our Bike Support Meeting was on December 18.

    Central Division had 4 meetings with command (lieutenants and captain on Jan 9, 16,  23 and 30) and 4 other crime meetings with NPOs, property crime officers, burglary detectives, SRT, the crime prevention specialist, and the crime analyst (Jan 9, 16, 23, and 30). We had a Downtown Security Group Meeting with all our downtown security partners (Jan 24) and a meeting with the Shelter District partners (Jan 16). We did not have a Bike Support Meeting in January.

    Central's leadership meet every Wednesday at 2 and a Central Crime meeting is held every Wednesday at 2:30.  We also have Bike Security Group meetings monthly and monthly Downtown Security Group meetings. We also hold monthly meetings with various neighborhood groups. We are building upon our success by now implementing experts into our weekly crime meeting so that we can have a more focused approach to helping the community.

    Central - Address neighborhood quality of life issues proactively by identifying neighborhoods that require mowing, alley way clearance, bulk trash pick-up, sealing and condemnation of dilapidated homes.

    NPOs patrol their areas and look for quality of life issues every week and report them to Code Compliance. In addition, they handle complaints from citizens. NPOs coordinate with Code to clean up homeless camps. PD, Code and other community leaders. All NPOs have been engaged in the Ash Crescent project along with other city groups.

    Central - Collaborate with organizations that serve homeless individuals and vulnerable populations to provide them guidance, and assistance with obtaining resources. NPOs will identify and establish relationships with the facilities on their beats and participate / assist with the facility needs. NPO’s will provide monthly stats on the number of persons who benefit from placement in work programs and/or obtain housing assistance.

    The Near East Neighborhood Association includes business workers from various groups in the Shelter District Area (Presbyterian Night Shelter, True Worth, Union Gospel Mission, Salvation Army, etc.) We also have two officers not subject to call to the Shelter area and they are to coordinate with Shelter District Security. We work with outreach groups who provide housing for homeless individuals.  About 20 have been helped in conjunction with working with outreach workers. Downtown Fort Worth Inc. began an Ambassador's Program downtown to provide assistance to citizens and to help point homeless individuals to the resources.

Commanders shall establish an economic development committee and meet four times per year to discuss and identify new modes of collaboration and joint venture opportunities.

    Central - Train officers in beat integrity/beat management techniques such as identification of and relationship development with community members who can and will assist law enforcement efforts. Make better use of crime analysis tools and personnel for trending offenses, and the effective use of all available resources. Use one extended roll call training one day/week to encompass all of Patrol in coordination with Advanced Training.

    Central Division holds extended roll call training at least once a week. Captain White and Commander Sparrow both write regular division-wide roll call trainings on issues seen Blue Teams. All beats are covered every shift and we try to use the same officers each day to cover the beats. NPOs are communicating with beat officers about issues indigenous to their beats. Tenured officers who were around when we last did beats are helping the younger officers with the details.

    Central - Address neighborhood quality of life issues more proactively with NPOs and beat officers meeting with twenty citizens and ten businesses on their assigned beats per month.

    Central Division NPOs attended 21 neighborhood meetings with a total of 62 citizens. They also met with 9 business people about quality of life issues.

NPOs meet almost daily with various citizens and groups on their beats and Commander Sparrow, Captain White, the lieutenants, and the sergeants respond to citizen requests (in person, by phone, and through the website) on a daily basis. 

    Central Division NPOs attended 27 neighborhood meetings with a total of 609 citizens. They also met with 59 business people about quality of life issues.

    Central - Develop youth activities in each beat to improve relations between the police and the public. NPOs and beat officers will canvass their beats and ascertain what sport or activity will be productive / successful in their neighborhoods of responsibility. NPOs shall attend PAL meetings on a routine basis and share/encourage participation with the citizens within their beats.

    After meeting and speaking with Board Members of the PAL, we have received information on some of their needs.  This information has been passed onto the NPOs so they can assist in obtaining locations to expand PAL activities.  NPOs also spread the word about PAL at community events.  One of our NPOs participates in Code Blue After Dark, playing basketball and coaching youth. As well, our NPOs participate in KIds ID events with Crime Prevention Specialist Eartha Pitre.

    Central - Utilize mobile storefronts that rotates to different locations each month offering services normally offered at regular permanent police storefront locations. NPOs shall utilize the mobile storefront once per month on each of their beats and advertise one week in advance of location.

    The mobile store front was deployed 5 times this month: 1) 12/5 at Walmart (2900 Renaissance Sq) - visibility detail conducted with Code Blue and passed out TAKE / LOCK / HIDE flyers to customers; 2) 12/15 Shop with a Cop event at Walmart at 2900 Renaissance Sq. (Community Detail); 3) 12/16 Ethel Ransom Humanitarian & cultural club Grandmothers secret Santa program party ( Community Detail); 4) 12/18 Hillside / Morningside community Christmas part at 1201 E Maddox Ave (Community Detail); 5) 12/27 Store front deployment at 2800 Ash Crescent for visibility detail in response to drug and prostitution complaints.

    The mobile storefront was deployed four times in the month of January in  two shopping areas as well as the Ash Crescent Neighborhood. We deployed the storefront on January 9 and 22 at 2800 Hemphill St. There we did a Kid ID event at Hillside Community Center and a detail with the railroad police. As well, it was deployed on January 23 at 2900 Renaissance Sq. and some of the Central COPs participated. 

    The mobile storefront was deployed three times this month in high crime areas in Ash Crescent as well as to address panhandling complaints.

    NPOs conducted sweeps for Homeless people early in the mornings and evenings to move homeless campers from highly trafficked and visible locations.  The NPOs also participated in four homeless camp cleanups and conducted 12 details to address panhandling complaints.  The NPOs also check on parolees on their beats on a weekly basis.

    Central - Create at least two new CODE Blue groups per year per Division by conducting community walks, creating bilingual advertisements, solicitation through neighborhood association meetings, bringing Code Blue applications to all events where police are present, and providing short recruitment speeches at all applicable events.

    We did not create any new Code Blue groups in December.  Recruitment has come up at every meeting thanks to the efforts of our COP Coordinator. As well, we recruited at the mobile store front deployments.

    Central - Increase active Code Blue participation. NPOs are required to provide one special detail per month on their beat outside of normal operations.

    NPOs conducted sweeps for Homeless people early in the mornings and evenings to move homeless campers from highly trafficked and visible locations.  NPOs also conducted a holiday shopping detail in the shopping areas at 2900 Renaissance Square. There were 2 details this month that had Code Blue participation: 12/5 and 12/14 at the Renaissance Sq shopping center where we passed out Take/Lock/Hide flyers. 

    NPOs conducted sweeps for Homeless people early in the mornings and evenings to move homeless campers from highly trafficked and visible locations.  NPOs participated in the annual Homeless Count as well as two details to address specific citizen complaints. As well, COPS participated in a NPO mobile store front event at 2900 Renaissance Sq on January 23, 2019. 

    The NPOs conducted four homeless camp cleanups with assistance from COPs. They conducted early morning details to address homeless persons sleeping in business areas and on sidewalks.

    Central - Conduct weekly case review meetings to ensure identification and discussion of all cases assigned to individual detectives; in particular cases that may be related or part of ongoing crime sprees in COMPSTAT and violent crime meetings.

    There is a weekly meeting to discuss cases in Central Division and a separate meeting where all Criminal Investigation Unit's are represented to discuss common cases. 

    The commander, the captain, and all Central Division lieutenants meet weekly to discuss Central Division issues, including cases. As well, there is a monthly detective unit meeting with all detectives. Sergeant Finch reviews 3 case loads of 3 detectives per month to check for compliance and submits the results up the chain. We also checked warrant productivity for the past year in January and meetings were held with those detectives who were low producers. Sergeant Finch will continue to monitor productivity.

    Central - Increase timely information sharing on trends and wanted-person information with beat officers, NPOs, business owners, community groups, and apartment communities. Captains will schedule and attend ad-hoc and scheduled police informational meetings within each neighborhood. The beat officers, NPOs, and community leaders for each area will be encouraged to participate and create networking events.

On Dec 10 and 11, commanders, captains, and officers participated in Metro Turkey Giveaways at Stop Six and Carter Park. On Dec 18, Deputy Chief Alldredge, Commander Sparrow, Lieutenant Latham, and other Central Bike officers attended the Bike Support meeting.

On January 28, Commander Sparrow, Captain White, and several sergeants met with Sergeant Marc Povero and Lt Kenum of our CIT unit to work out a plan to better serve our hospitals in mental apps.
