We have the Homeless Liaison, the Shelter District NPO, and two other officers who are not subject to call to work the area. We are still awaiting the approval and funding of the needs assessment to increase the size of the dedicated unit. The Crisis Intervention Team is in place and Central Division has a dedicated officer. The two person Homeless Detail is working along with Patrol Officers in an improved system in which they attend daily roll call with Patrol. I have requested a full team consisting of a sergeant and at least seven more officers but city-wide staffing does not permit this at this time. Assistant Chief Kraus has assigned Lieutenant Amy Ladd to research and assess the needs of a full-blown Shelter District team. |

NPOs patrol their areas and look for quality of life issues every week and report them to Code Compliance. In addition, they handle complaints from citizens. NPOs coordinate with Code to clean up homeless camps. PD, Code, and other community leaders. All NPOs have been engaged in the Ash Crescent project along with other city groups. |

We have weekly meetings to discuss crime trends and how to address them, hence we have several groups. We have provided a Crime Action Plan (CAP) for the Shelter District area and the Downtown area. The shelter district meeting includes the Shelter district NPOs (2 shifts), the supervisor, and community leaders for the area. The downtown security group meeting includes TCSO, FWPD Commander, Captain, CIU Lieutenant, and the downtown NPOs. As well, we have a weekly meeting with the commander, the captain, and all Central Division lieutenants. Immediately following this, we meet with all NPOs, sergeants, SRT, Intel, and a crime analyst to address trends. |

The Downtown Security Group serves as our economic development group. It includes business owners and security partners and the purpose is to keep downtown thriving. We meet every month in various locations downtown. This includes Matt Beard, Tia Perez, TCSO Deputy Chief Driscoll, Commander Sparrow, Captain White, Lieutenant Demore, NPO Andriatto, NPO Adam Coleman as well as many others. |

Central Division does hold extended roll call training at least once a week. All beats are covered every shift and we try to use the same officers each day to cover the beats. The commander, the captain, and all Central Division lieutenants meet weekly to discuss Central Division issues, including cases. As well, there is a monthly detective unit meeting with all detectives. Sergeant Finch reviews 3 case loads of 3 detectives per month to check for compliance and submits the results up the chain. We also checked warrant productivity for the past year in January and meetings were held with those detectives who were low producers. Sergeant Finch will continue to monitor productivity. |
