    We have the Homeless Liaison, the Shelter District NPO, and two other officers who are not subject to call to work the area. We are still awaiting the approval and funding of the needs assessment to increase the size of the dedicated unit. The Crisis Intervention Team is in place and Central Division has a dedicated officer. The two person Homeless Detail is working along with Patrol Officers in an improved system in which they attend daily roll call with Patrol. Each shift now has an additional Patrol Unit restricted to working downtown and during 3rd shift on B11's beat. I have requested a full team consisting of a sergeant and at least 4 more officers but city-wide staffing does not permit this at this time.

    Central Division NPOs and Bikes conduct weekly details and other details as needed to address various issues in the division.  Approximately twice a month the NPOs conduct a detail which addresses homeless issues. There were 133 panhandling calls in the month of October compared to 158 in September. The Downtown Bike unit has put an emphasis on watching the downtown area. The major area of concern in Central Division according to the heat map is Riverside and 121 and Lancaster. This intersects beats: A12, A13, A14, and A17.

There were 133 panhandling calls in the month of October compared to 111 in the month of November. The Downtown Bike unit has put an emphasis on watching the downtown area.     Central had 3 meetings with command staff (lieutenants and captain on October 3, 10, and 17) and 3 other crime meetings with NPOs, property crime officers, burglary detectives, Special Response Team, the crime prevention specialist, and the crime analyst (October 3, 10, and 17). We had a Downtown Security Group meeting (October 18) and a meeting with the Shelter District partners. Our Bike Support meeting was on October 30.

    Central had 2 meetings with command (lieutenants and captain on Nov 7 and 28) and 2 other crime meetings with NPOs, property crime officers, burglary detectives, SRT, the crime prevention specialist, and the crime analyst (Nov 7 and 28). We had a Downtown Security Group Meeting (November 29) and a meeting with the Shelter District partners. Our Bike Support meeting was on November 27.

    Because of the holidays, Central Division had only 2 meetings with command (lieutenants and captain on Dec 5 and 12) and 2 other crime meetings with NPOs, property crime officers, burglary detectives, SRT, the crime prevention specialist, and the crime analyst (Dec 5 and 12). We had a Downtown Security Group Meeting (Dec 27) and a meeting with the Shelter District partners (Dec 19). Our Bike Support Meeting was on December 18.

    NPOs patrol their areas and look for quality of life issue every week and report them to Code Compliance. In addition, they handle complaints from citizens. NPOs coordinate with Code Compliance to clean up homeless camps. FWPD, Code Compliance, and other community leaders. All NPOs have been engaged in the Ash Crescent project along with other city groups.

The downtown  security group meeting includes Tarrant County Sheriff Office, FWPD Commander, Captain, and Criminal Investigation Unit Lieutenant, and the downtown NPOs. As well, we have a weekly meetings with the Commander, the Captain, and all Central Division Lieutenants. Immediately following this we meet with all NPOs, sergeants, Special Response Team, Intel, and a crime analyst to address trends.

    The Near East Neighborhood Association includes business workers from various groups in the Shelter District Area (Presbyterian Night Shelter, True Worth, Union Gospel Mission, Salvation Army). We also have two officers not subject to call to the Shelter area and they are to coordinate with Shelter District Security. We work with outreach groups who provide housing for homeless individuals. About 15 individuals have been helped in conjunction with working with outreach workers. Downtown Fort Worth Inc's Ambassador's Program downtown to provides assistance to citizens and to help point homeless individuals to the resources. We had several meetings and training with the Ambassadors and Tarrant County Sheriffs Office bike officers as well as the Marshal bike officers.

NPOs are communicating with beat officers about issues indigenous to their beats. Older officer who were around when we last did beats are helping the younger officers with the details.

    The NPOs are planning a meeting at the end of this month with Board Members of the PAL as well as Board Members of Code Blue After Dark, to discuss strategies and find out how they can be of more assistance. At least one NPO has been active with Code Blue After Dark by participating in basketball games.

    After meeting and speaking with Board Members of PAL, we have received information on some of their needs. This information has been passed onto the NPOs so they can assist in obtaining locations to expand PAL activities. NPO's also spread the word about PAL at community events. One of our NPOs participates in Code Blue After Dark, playing basketball and coaching youth.

    The mobile storefront was deployed during National Night Out (November 2). 

    The mobile storefront was deployed twice this month in two shopping areas that typically experience a higher crime rate during the holiday season. 2900 Renaissance Plaza (Walmart) on November 30, 2018 was the latter one. 

    The mobile store front was deployed 5 times this month: 1) 12/5 at Walmart (2900 Renaissance Sq) - visibility detail conducted with Code Blue and passed out TAKE / LOCK / HIDE flyers to customers; 2) 12/15 Shop with a Cop event at Walmart at 2900 Renaissance Sq. (Community Detail); 3) 12/16 Ethel Ransom Humanitarian & cultural club Grandmothers secret Santa program party ( Community Detail); 4) 12/18 Hillside / Morningside community Christmas part at 1201 E Maddox Ave (Community Detail); 5) 12/27 Store front deployment at 2800 Ash Crescent for visibility detail in response to drug and prostitution complaints.

    We did not create any new Code Blue groups in October. Recruitment has come up at every meeting thanks to the efforts of our COP Coordinator. NPOs are pushing Code Blue recruitment at all of their neighborhood meetings.

    NPOs conducted sweeps for homeless people early in the mornings and evenings to move homeless campers from highly trafficked and visible locations. The COPS members were used to do covert patrol details with NPOs on several properties, due to camping and vandalism. One such location was 3001 Hillis where a vacant residence was vandalized.

NPOs are also trying a new plan to conduct the sweeps very early in the mornings to see if that is more of a deterrent to camping and sleeping in highly trafficked areas. NPOs were involved in 2 SOF details in the Shelter District Area this month.

    NPOs, detectives, lieutenants, Captain White, and Commander Sparrow make roll calls regularly. There is a rotation for detectives making roll calls. Officers from various units in the city make our weekly crime meeting. Beat boards are on our walls in the roll call rooms where NPOs, detectives, and other units can share information with beat officers. We have several neighborhood meetings per month. On Oct 1, Assistant Chief Kraus and Commander Sparrow attended a public input meeting on Task Force recommendations. On October 2, FWPD participated in National Night Out and held several meet and greet opportunities with the public. On October 4, officers and command staff attended the Bike Support Clay Shoot Dinner. On October 10, Deputy Chief Alldredge, Captain White, NPOs, and the Commander met with the Near East Neighborhood Association about the increase in crime in the Shelter District Area.

On November 26, Commander Sparrow attended the CoC Board Meeting with Deputy Chief Shedd. On November 27, Deputy Chief Alldredge, Commander Sparrow, Lieutenant Latham, and other Central Bike officers attended the Bike Support meeting.

    Central Division has a cross training program however, patrol staffing has been problematic. We have one officer training in the detective's office at this time. As well, we have field-trained 2 perspective sergeants who is on the current sergeant's list.
