  • East - Create a Nuisance Abatement Team of three officers in FY19 to address the problem of absentee landlords renting substandard structures to be used for illegal activities. The team shall identify at least 4 properties each month to work on and provide a monthly report of their statuses.
  • East - Increase economic development and investment in the E. Lancaster Avenue corridor through law enforcement, crime prevention, and active engagement with our various community partners to discover new avenues of collaboration and joint venture opportunities.
  • West - Expand the scope of the Crime Free Multi-Housing ordinance training and its enforcement by providing additional training each year to NPO’s and beat officers.

    The largest quality of life issue in North continues to be increased panhandling at intersections and junked vehicles left in neighborhoods.  NPOs continue to issue citations for aggressive panhandling while providing HOPE and other long term outreach contacts.  

    The major quality of life issue of concern is the growing panhandling issue.  NPOs continue to take zero tolerance approach and issued 15 General Complaint Citations this month to violators along 35 corridor and Beach corridor.

    The main quality of life issue concerning North Division continues to  be the soliciting from roadway.  Several zero tolerance details conducted by NPO Hernandez and NPO Byrd during the month with a dozen GCs issued to violators.  Violators offered HOPE team but continue to refuse.

    With the assistance of crime trend information from the North Division Crime Analyst and Property Crimes Unit, NPOs conducted 3 late night details that resulted in 1 felony arrest, 4 misdemeanor arrests, and several individuals ID's in targeted areas on 10/6,  10/15, and 10/24.

    NPOs continue to meet regularly with the North Property Crimes unit about the latest trends.  An SOF detail was written to combat recent spike in late night BMVs and Construction thefts on E11/E12/F15 beat that is scheduled to start in December.

    Monthly meeting with North CIU/Property Crimes conducted with the NPOs.  Due to good communication and video surveillance links, several warrants written for the recent construction thefts.   Also during the month an SOF detail combatting overnight BMVs and Auto Thefts conducted Thurs-Fri-Sat nights for 3 weeks in a row.

  • North - Collaborate with organizations that serve homeless individuals and vulnerable populations to provide them guidance, and assistance with obtaining resources. NPOs will identify and establish relationships with the facilities on their beats and participate / assist with the facility needs. NPO’s will provide monthly stats on the number of persons who benefit from placement in work programs and/or obtain housing assistance.

    Our largest homeless issue was panhandling violations in 35 corridor and also along Beach Street.  Several repeat offenders identified. HOPE and other outreach offered assistance but most refuse to accept these services.

    Homeless/panhandling increased in areas along major intersections of North Freeway and N. Beach.  While issuing citations, NPOs have offered the assistance of the HOPE unit and other outreach resources, with very few interested in accepting long-term help.

    HOPE Unit services are offered during contacts with habitual panhandling violators, but each one has refused.  NPOs are seeing the same violators, with Reagan Cantrell being issued at least 10 GC's in the last 4 months.

  • North - Enhance communication between officers and their counterparts in various supporting units (NPOs, specialized units, etc.), by having each specialized unit and NPOs attend at least one roll call per week and disseminate timely intelligence information to Patrol.

    NPOs participated with several other units this month to include Homeland Security at Alliance Airport during an ICE refugee detail.  Also continued Public Order training with downtown bikes and other divisions to prepare for upcoming civil unrest.  Also participated in DEA's annual Take Back Drugs event collecting 16 boxes and tagging those at the property room.

    NPOs once again assisted Homeland Security on a ICE detail at Alliance Airport on 11/11. They remained in the area in case of problems.  NPOs also worked with Tarrant County by monitoring polling stations on election day for calls for service from disturbances, but all was relatively calm.

    NPOs worked closely with several outside units this month.  Several helped during the large scale National Finals Rodeo in Northwest Division, also participated with NW NPOs at a large scale "Shop with a Cop" at Walmart on Jacksboro Hwy.

    NPO did a good job of coordinating a recent crime trend of a person exposing himself at a park on E11's beat.  Patrol was   given description of the actor, and within 24 hours he was apprehended. The NPO worked with SCRAM on prior incidents involving individual (report #200090055).  NPOs and patrol have very good working relationship sharing crime trend info with each other.

    NPOs continue to reach out to their groups.  On 12/3/20 NPOs participated in Food Bank deliver to elderly on F15 Beat, Avondale Senior Center. NPOs had annual Code Blue drive thru party for volunteer group.
