    There were no official town hall meetings this month, but the NPO's met and contacted numerous businesses about recent closures associated with COVID-19.

    North - Solicit employee (sworn and civilian) and community input in creative ways to address ongoing crime problems by establishing and facilitating focus groups four times per year with employees and community members.

    Members of North division met with CAPA on March 4, and Code Blue on March 11th.  We spoke about crime prevention techniques including use of FLOCK surveillance.

    We were not able to have the monthly Code Blue, CAPA or other group meetings due to COVID19 restrictions.  We have one-on-one meetings, using social distancing precautions, to speak with the Property Crimes Unit and also phone conversations with active Code Blue members about restricting their patrols due to COVID guidelines.

    North - Address neighborhood quality of life issues proactively by identifying neighborhoods that require mowing, alley way clearance, bulk trash pick-up, sealing and condemnation of dilapidated homes.

    The primary quality of life issues for North division continue to be parking  and speeding complaints in the neighborhoods.  NPOs wrote 74 parking citations this month.

    No quality of life issues such as parking received this month due to higher priority issues in the neighborhoods.  Several food drives were conducted including Avondale Farms senior center, Ironwood Crossing Apartments and Harmon Villas.

    Quality of life concerns continue to be parking problems in various neighborhoods.  NPOs wrote 33 parking citations this month and tagged numerous cars for storing.  NPOs also assisted at Ironwood Crossing Apts on 5/21 for a food drive.

    North - Develop a Crime Action Plan (CAP) committee to meet monthly consisting of supervisory and officer-level representatives from each shift (and NPOs).

    NPOs continue to meet regularly with Property Crimes officers and detectives and the CIU Sgt. They discussed a recent trend in Sendera Ranch regarding overnight BMVs.  NPOs and patrol and property crime officers conducted a detail together to address the spike in BMVs.

    NPOs still tracked crime trends on their beats including a BMV spree on F15 beat, worked to gather intel and suspect info to get to the Property Crime Unit.

    NPOs continue to monitor beats for any specific crime trends, overall crime relatively low this month.  Small auto theft spree on E12 targeting pick-ups.  NPO spread info to code blue and neighborhoods, along with working with Auto theft detective on leads.

    North - Collaborate with organizations that serve homeless individuals and vulnerable populations to provide them guidance, and assistance with obtaining resources. NPOs will identify and establish relationships with the facilities on their beats and participate / assist with the facility needs. NPO’s will provide monthly stats on the number of persons who benefit from placement in work programs and/or obtain housing assistance.

    Homeless issues remain relatively low in North division but, NPOs continue to monitor areas where solication from roadway is high (35/ Alliance and 35/ Western Center).

    Homeless soliciting in roadway complaints picked up this month at the intersections along 35 (Western Center, Basswood, N Tarrant, and Heritage Trace).  Sgt Pruitt followed up with Council office 4 about adding signs at these locations which are on TPW's list to install.

    Soliciting from roadway continues to increase.  After working with council 4 & 7 offices, signs have been installed at the I-35 corridor intersecting roads, several citations issued for soliciting in prohibited place.

    North - Assist with increasing economic development and investment through enforcement, crime prevention, and active engagement with various community partners. Commanders shall establish an economic development committee and meet four times per year to discuss and identify new modes of collaboration and joint venture opportunities.

    The areas around Presidio, Alliance, and Tanger continue to add new businesses weekly. The NPOs meet with store managers and look at ways for the business to operate safely such as surveillance and loss prevention. Several non-essential businesses were forced to close due to the state, county and local emergency declarations.

    North - Enhance communication between officers and their counterparts in various supporting units (NPOs, specialized units, etc.), by having each specialized unit and NPOs attend at least one roll call per week and disseminate timely intelligence information to Patrol.

    NPOs got a lot of interaction this month with patrol on all 3 shifts due to their assistance with calls.  NPOs continue to respond to emails from the public and maintain electronic communication due to the restriction on community meetings and events.

    North NPOs were assigned to patrol for the month of April.  Roll calls are currently suspended due to COVID but NPO officers continue communication  with their beat officers on a daily basis while answering calls together.

    Even though most roll calls are suspended due to Covid restrictions, NPOs and beat officers continue to exchange information about problem areas or extra patrol requests.

    North - Train officers in beat integrity/beat management techniques such as identification of and relationship development with community members who can and will assist law enforcement efforts. Make better use of crime analysis tools and personnel for trending offenses, and the effective use of all available resources.     North - Address neighborhood quality of life issues more proactively with NPOs and beat officers meeting with twenty citizens and ten businesses on their assigned beats per month.

    NPOs were able to attend very few meetings this month due to the COVID outbreak.  Many communications conducted by phone or email, alerting them to the updated information concerning city mandates about social distancing and sheltering at home.

    Most businesses were closed all of April due to COVID 19 restrictions.  NPOs conducted patrols through closed business parking lots such as Alliance, Tanger and Presidio to monitor for burglary/thefts.

    The NPOs focused on driving the business parking lots and meeting with them business employees.  A meeting was conducted with the new Target loss prevention personnel, Crime Prevention Unit and the NPO sergeant on May 11.

    North - Increase communication between NPOs, community groups, apartment managers, beat officers, and other departmental groups regarding new beat trends, making a concerted and collaborative effort to address them in a timely manner by hosting police sponsored neighborhood meetings within each neighborhood.

    NPOs had limited communication with neighborhood groups due to all large meetings being limited due to COVID outbreak.

    Although large scale meetings are limited, NPOs began having small meetings with individuals this month such as apartments on E11 beat which has seen a small increase in property crime along Sandshell area.

    North - Develop youth activities in each beat to improve relations between the police and the public. NPOs and beat officers will canvass their beats and ascertain what sport or activity will be productive / successful in their neighborhoods of responsibility. NPOs shall attend PAL meetings on a routine basis and share/encourage participation with the citizens within their beats.

    Youth meetings and the monthly divisional movie night planned for 3/21 had to be cancelled due to COVID outbreak.  NPOs have been dropping off supplies with youth and elderly centers as donations come in.

    Although restricted on conducting meetings, NPOs delivered Easter supplies to youth at a daycare center on Western Center and a senior facility at Sedona.

    The main youth interaction for the last 6-8 weeks has been birthday brigade drive thru parties. Other venues have been restricted due to COVID-19.

    Several community events that were planned had to be cancelled due to COVID outbreak.  Such as movie night on 3/21 and youth event at Gateway church on same date.

    North - Utilize mobile storefronts that rotates to different locations each month offering services normally offered at regular permanent police storefront locations. NPOs shall utilize the mobile storefront once per month on each of their beats and advertise one week in advance of location.

    Large Kids ID event was scheduled for March 14th but had to be cancelled due to COVID outbreak.  CPS Mendoza workign with Target to reschedule the event.

    North - Conduct weekly case review meetings to ensure identification and discussion of all cases assigned to individual detectives; in particular cases that may be related or part of ongoing crime sprees in COMPSTAT and violent crime meetings.

    Burglary trend was identified that involved two female suspects and resulted in their arrests and recovery of thousands of dollars of tankless water heaters.

    A prolific burglar, for which there are several cases on, was taken is into custody for parole violation. 

    Property crimes and SRT worked together to file 16 arrest warrants on a suspect for burglaries of homes under construction that resulted in two truckloads of recovered property in excess of $50,000 value.

Captains will schedule and attend ad-hoc and scheduled police informational meetings within each neighborhood.
