Measure Definition & Importance |
Measure - Perform condition assessment (CCTV/evaluation) of X miles of "Critical" Storm Drain pipe each year in order to identify condition to allow risk based operations and maintenance and to identify needed corrective actions to address in future projects.
Over 60 miles of storm drain pipe in the City of Fort Worth are over 70 years old and it is anticipated that much of the system will need to be rehabilitated over the coming years in order to protect the public and avoid large scale system failures that could create damaging sinkholes and flooding during storm events.
Development and implementation of a comprehensive Storm Drain Rehabilitation Program (SD Rehab) was identified as a key initiative in TPW's Storm Water Management Program Master Plan (SWMP) that was adopted in 2018. Over the last year, the framework for the program has been developed. A key part of the program is performing condition assessments of the existing storm drain pipes in order to evaluate the current condition of the pipes in order to more effectively operate and maintain the system and to identify needed corrective actions in order to “rehabilitate” the system to allow it to function as designed.
Condition Assessment includes gathering of data through Closed Circuit Television (CCTV) inspections, scoring of the condition of the pipe through evaluation of observed defects, identification of needed corrective actions to allow the pipe to perform as designed, and to prioritize the corrective actions needed for the pipes based on risk based approach considering both condition/“Likelihood of Failure” (LOF) and criticality/“Consequence of Failure” (COF).
Knowing the condition of our storm drain system is a key and early step in the program and therefore measuring the quantity of pipe assessed is important in understanding how the program is progressing.
