The City of Fort Worth maintains 16,301 arterial lights. The Field Operations Team measures the percentage of operational street lights on the City's arterial streets, also refered to as the "burn rate", which is the ratio of working lights to the total number of lights that the City maintains. The burn rate metric is an indicator of the Transportation Management Team's performance in improving the safety of drivers and pedestrians. The risks involved with poor street lighting include lower levels of nighttime light guidance and higher levels of traffic crashes. The target was developed by taking the street light burn rate from FY17 and FY18, and then analyzing trends in each year's burn rate.

Streetlight staff in the Transportation Management Division performs first hand drives each quarter for arterial lights. The streetlight staff collect the information, drop it into an Excel spreadsheet (named "ARTERIAL BURN RATE") and is stored on a shared drive located at: \\tcmc03\share\TM Street Lights\TM Street Lights\Maintenance\Freeway_Higmast -arterial -burn rate\ARTERIAL BURN RATE.
