Traffic signals go to “flashing red” due to failures caused by faulty wiring, broken, or failed equipment. Tracking the number of instances in which a traffic signal goes into "flashing red" mode is therefore an indicator of efficiency and the performance of the City's traffic signal network. "Flashing red" signals cause longer travel times, unnecessary stops and delays, higher levels of fuel consumption, and an overall negative impact on air quality due to automobile emissions. The target number was reached by analyzing previous historical occurrences over a 3 year period. Technicians are dispatched to intersections as soon as the Preventive Maintenance Team receives a phone call regarding failed intersections, specifically "flash" calls. To reduce the occurrence of flashing red mode, additional capital resources have been dedicated to traffic signals over the next 10 years.

The reports of "signals on flash" are received in VueWorks from the Customer Relationship Management (CRM) system. Once a technician responds to flash call they indicate the root cause (i.e equipment failure or power outage, etc.). On a monthly basis staff then run the filters located in Workorders - Find/Manage/Report for Signal Maintenance group, Flashing Activity received from beginning of fiscal year to month end. Staff then export data into excel and conduct analysis to determine of all root causes listed the count of flashing calls caused by equipment failure which includes reviewing the other categories and the related category comments.
