The Floodplain Management Group maintains information used to protect property from floods and reviews applications to build or remodel in the floodplain. The review of such applications involves interaction with the development community and the general public. Measuring and tracking the review timeline serves to meet this goal and foster a positive relationship between the City and applicants. The FY 2017 target of 40 days internal review is a concise amount of time to review the permit while also giving consideration to good customer service and quick turnaround time. The permit review process involves: 1) the Pre-Development Meeting; 2) Submittal of Floodplain Development Permit (FDP) form and any necessary supporting materials; 3) Floodplain Management Team reviews the submitted documentation, typically involving 1 or 2 rounds of comments where engineering supporting data is necessary, and; 4) Approving or denying the permit. The types of items that are being reviewed during the process include the FDP form, as well as engineering studies/reports. The risk of allowing residential/commercial development in known flood prone areas is the resulting economic impacts from damage and, worse, the potential loss of life. The potential for catastrophic results only multiplies if more and more development occurred within the floodplain without mitigating for the affects.

Data is recorded in a database. Review time is calculated as the time from which the application is received until the permit is approved or denied. Total time includes the time City staff have the materials in-house for review and the time applicants are addressing permit review comments. The floodplain permit worksheet in the Microsoft Access database calculates the number of days for each permit review. Input to the monthly KPI calculation would be total number of permits and the number of permits closed in under 60 days. Permits still undergoing review but still under the 60 day threshold would be disregarded for the current reporting period. The data is pulled from a query titled “Floodplain Permit Review Statics". The data is then saved in a Microsoft Access database located at fs100\tpw\TPW Admin-Ops\Storm Water Engineering\Floodplain_Administration\ Floodplain Permit Review Database.accdb. Once the Access database is opened, only refer to the upper, left side of the worksheet titled "All Access Objects". The data is entered into the Table titled “Review Tracking”. The FM Team enters data into all visible columns besides the “ID”, which is automatically populated. There are some hidden columns that are doing calculations based on the data entered. The information needed to evaluate the KPI can be found in the Report titled “Floodplain Permit Review Statistics”. The data owner will only need to refresh the query and then look at the numbers on the report to ensure the latest data is being pulled.
