In many instances, the Neighborhood Services Department is not a direct service provider, but through our grant award process, utilizes various non-profit organizations to serve our targeted clientele. These non-profits send monthly invoices for reimbursement for services provided. By tracking the length of time from receipt of the invoices by City to receipt of payment by non-profit, this will maintain compliance with HUD regulations and City policy.

Track number of days between receipt of accurate invoice and routing to Finance. Divide number of non-profits whose invoices are submitted within 30 days by the total number of non-profit contracts for the percentage.
