The Neighborhood Services Department is responsible for ensuring that federal, state and local funds are expended timely and in accordance with all applicable federal, state and local requirements. To achieve this, public service agencies and affordable housing providers, as well as internally administered housing and social services programs, are subject to monitoring visits by compliance staff. Each visit reviews subrecipient and contractor performance to ensure adherence to all applicable federal, state and local funding regulations (i.e. client eligibility, wage determination requirements). By conducting monitoring visits of no less than 80% of all award recipients, the City is less exposed to audit findings as a result of internal or external audits. Based on HUD recommendations, the Compliance Division will be implementing a risk-based monitoring schedule for FY 16. Federal regulations require regular monitoring of grant-funded activity.
