Measure Definition & Importance

M&C stands for Mayor and Council Communication. It is

: • A document drafted by City staff in their respective departments

• A formal departmental request to City Council for permission to spend money

• An authorization from City Council to take a particular action • For expenditures of $100,000 or more

An M&C is required when:

1. Authorization needed to apply for and accept grants

2. Transfer money between funds

3. Adoption of ordinances and resolutions

4. Amendments to:     

a. Increase or decrease the budget to include supplemental appropriations from available funds or fund balance in operating funds   

 b. Appropriations from available funds when transferring funds into project funds     

 c. Appropriations from expected revenue from external entities

5. Attorney’s fees to outside legal counsel to represent police officers and other City employees

6. Requesting permission to accept donations

7. Adopt, amend or revise rate schedules for City services

8. Conduct Public Hearing to receive comments from the public on actions proposed by Council

10. Need to conduct Benefit Hearing concerning proposed special assessments on property located within Public Improvement Districts

11. Making appointments of Municipal Judges and members to City Boards and Commissions

12. Appeal decisions

13. City Council must authorize:       

a. Legal Settlement       

b. Sale of Bonds       

 c. Acquisition, sale, dedication or condemnation of land       

d. Lease agreements       

 e. Zoning codes       

f. Entering into contracts with private sector; renew or cancel previous agreements for more than $100,000.00

M&Cs' materially affect the City's financial statements, which is why it is important to process in a timely manner.
