Weather Normalized Source Energy Use Intensity (EUI) is a federally recommended metric for tracking energy efficiency. In terms of energy use per unit, EUI enables performance comparisons between different properties over time. EUI calculations are further recomended to be “normalized” to account for weather variability and fuel source.
At over $20M annually, energy is the largest of public utility costs necessary to operate City facilities. Four of the municipal office buildings in the City’s downtown complex are together a reasonable focus of this metric as these buildings represent a large physical area within which a variety of public services are offered. The measure includes data for four Downtown Municipal Complex buildings (Municipal Bldg./City Hall, A.D. Marshall Public Safety & Courts, 900 Monroe St. Annex, 908 Monroe St. Annex).
The target is reduce electricity consumption by 5% per year based on Texas Senate Bill 898 (82R), SFY11 thru SFY21.

Energy data for both electricity & natural gas is sourced from City utility bills for each of the four downtown municipal complex buildings included in the measure. City Utility Administration staff load the data into the federal EPA’s ENERGY STAR Portfolio Manager® online tool in order to measure & track energy use. Staff also monitor effective changes in building area & use. Weather & fuel source data necessary to calculate normalized EUIs is resident to Portfolio Manager.
The calculation includes monthly electricity and natural gas utility data for 4-Downtown Municipal Complex buildings (Municipal Bldg./City Hall, A.D. Marshall Public Safety & Courts, 900 Monroe St. Annex, 908 Monroe St. Annex)
Calculation: kBtu/sq.ft. = [(Electricity Use in kWh converted into kBtu) + (Natural Gas Use in CCF converted into kBtu)] / (Reported Building Area in square feet)
