This KPI relates all vertical construction projects in the 2014 Capital Improvement Bond package.

Timely completion of bond projects is important to meet the expectations and needs of the City department that will occupy the facility, and the citizens that will be served by the facility. Awarding the construction contract is one of the most significant milestones in the acquisition process. Construction contracts are dependent on the completion of the design contract. Without proper planning, it can take more than six months to prepare the solicitation, advertise, select a contractor, negotiate, prepare and route an M&C, and award the construction contract. This measure will determine how successful PMD Facilities is at compressing this time to provide facilities in a more timely manner.

The target is to award 100% of construction contracts within 4 months of design completion for all vertical construction projects in the 2014 Capital Improvement Bond package. The target is based on previous year's average time.

Design completion is determined by final invoice date in ERP. eCouncil M&C system is used to track the approval to award the contract, but the official contract award date is recorded by City Secretary Office.

Actual = (# of projects awarded within 4 months/total projects awarded) x 100

For any given month in which a design is completed, the construction contract should be awarded within four month 100% of the time.
